The postal note, although a great convenience, does not meet all the requirements of the case, as they are not always available. A large majority of. the people of the coun try are decidedly in lavor of a return to the fractional currencv. It is convenient and just as safe as the postal note, without the bother of hunting up a pivstortke that is authorized to io th postal note. We agrve with t'10 writer who! says : "Why ve us one fourth of I a cent's worth of papor rather ths n fifty cent's worth of silver? asks a oorrespon lent who objects to orr advocacy of fractional currer cy, because he wants the currency to represent it value, whether it be ten cents or $10. We advocate a re-issue of paper fractional cur rency .as a convenience to millions of our people who Pre now re strained from using the mails be cause of the inconvenience or expense of sending money by mail. Furnishing a few million dollars of this currency for this purpose is not of sufficient moment to cause general dispute as to the bais upon which such fractional currency .should be issued. . It is immaterial to us whether this fractional paper currency is based upon silver or gold certificates, or whether it is issued as greenbacks.1 It is demanded as a matter of con venience, and there is not" one person in a thousand who cares what its basis is so long as they get it. In comparison with the total sum of our national finances, the fractional paper currency that would be issued is an exceedingly small part, so small in fact that it is a waste of time ai d ffort to discuss its relations to the great finances of the nation. We are perfectly willing to leave the 1 asis upoh which the fracional cur rency shall be issued to 1 e de cided by congress without ex nresinsr any opinion up n it.
