The Appla Cure for Bad Habits. Work at our own Doors. It is almost too much to hope that tho men who have been called be fore the grand jury to answer re garding the alleged renting of bouses for immoral and illegal pur poses will be prosecuted. There is no doubt whatever iu tho mind of any member of the community who has any knowledge of the owner ship and management of certain houses in Portland*that these men are guilty of an offense against the law. But that the neoessai-y evi dence to convict, them will be forth coming, will not be suppressed, or if not suppressed, will secure their .conviction against the force of the “ pull” which each can muster, is a doubtful question. There is a remedy outside the legal remedy for the state ol moral turpitude in which a great many citizens of Portland have fallen and it lies mainly in the hands of the women, as does nearly every other social reform. J" the reputable women of the town who have the good of the community really at heart should refuse to socially recog nize any man to be guilty of rent- iug or receiving revenue directly or indirectly from houses used for im moral purposes, there would be a great change for the better in Port land. The woman who has reached years of discretion and is willing to eat the food, wear the clothes and be tho recipient of all cr any of the necessities or luxuries of life which are purchased in whole or part by the money which is a part of the traffic in human souls and bodies, deserves to be socially ostracised. The pressure brought to bear upon tbe sonB, husbands, fathers aud brothers of such women would be too great to admit of resistance. Women who have taken a fore most part in reform work pertain ing to tbe southern states and the negro question, or to East India at:d the child widow evil, utterly neglect and ignore the work at their own doors which they could do so much better by reason of the fact that, they would have some knowl edge of the subject There is a teudeucy on the part of women to -diirk this question, save in private, and then they are, or prelend to be, very much shocked and doubtful that such things could be, or that, granting their existence, they should ever come up for discussiqp, there be some women who agree with the same sort of men, that these evils are necessary evils, but they are not in the majority, for which we are duly thankful. But if the thing is not wrong it is right, and if it is right that it should be, it cannot be wrong to discuss it. It must bo dis cussed if it is ever to be righted, nnd the most pessimistic of us must admit that it has been righted to a small extent in other cities, and is not quite so bad as it once was even here. Moral suasion is a better thing than compulsion, nnd more effective. Why not try a little moral suasion and see what the effect will be.— Portland Journal. ---------- -—«•-*---------- Chicago Record-Hera Id. Senator Mitchell of Oregon will probably succeed to Hanna’s vacated chairmanship of the committee ou the Panama Canal. IF Senator Spooner gets out of the way. Congress has defeated a bill to pay to ex-Queen Lilioukalani a mere trifle in consideration of the $100,000 a year which we took of hers when we seized Hawaii. Is this gallantry? Congressman McDermott, N. J., lias introduced a bill to make the President a party to all labor dis putes, and boss ^arbitrator. The Chief Executive might possibly object to having such a large annex built onto him. Representative Shafroth, Demo crat, of Colorado has done some thing which no Congressman ever did before. He has resigned his seat on discovering, after personal examination, that the vote was tainted by which he was elected. Count Cassini, the Russian em bassador to this country, gladly ac cepts the suggestion Secretary Hay to make the belligerents in the East ern war localized hostilities and re spect the neutrality of Cbiua. He would also include Corea. ¡Georgia Monument to a Negro. We doubt veiy much if any north ern cities would have taken the trouble to erect a marble monument to a neg o who lost his life in an effort to save another human being. But Columbus, Georgia, has done this for Bragg Smith, stirred, per haps, because he died in a vain at tempt to save a white man—the city engineer. Creditable as the event is in every way, it brings out ones more the inconsistency in our treatment of the colored man. The Southerner loves and even kiss es tbe black mammy who “raised” him so tenderly—but cannot con template the thought of her eating by his side. Some Mississippians fiendishly tortured and then burned an innocent negro woman in utter disregard of her sex at the very momeht that Columbus was honor ing Bragg Smith and putting upon his monument the line: the Alaska exhibit. The bill also authorized the treas ury department to coin 250,000 gold souvenir dollars, which will !>e sold to tbe exposition at par. The bill provides for a govern ment board to have charge of the government appropriations and buildings. Chairman Tawney stated today to a Journal representative that b? expected to get the bill up for con sideration after the postoffice ap propriation bill was out of tbe way, probably some time next week.
