It shall consist of seven members, ns follows: Six members who shall l»e appointed by the Governor, with the consent of the senate, the various sections cf the state being represented as far as practicable, and the secretary, as provided by section 4 , all to be physicians and especially selected for their fitness aud public spirit The six members first appointed shall be so designated by the Gov ernor that the term of office of three shall expire every two years, on the fifteenth of Jannn-y. Thereafter the Governor, with the consent oi the senate, shall biennially appoint three members, to hold their office for four years, ending on January 15 th. A n y vacancy in said board may be filled by the Governor. S ec . 2. The State Board of Health shall have supervision of the interests of the health and life ol the citizens of the state. It shall keep the vital statistics of the state, and make sanitary investigations aud enquiries respecting the cause and prevention ofdiseases, especially o f epidemics, including those of domestic animals. It shall study the causes of morality, and the effects of localities, employments, conditions, food, beverages, habit and citcumstances o f the health of the people. It shall make, and is hereby empowered to enforce, such quarantine regulations as seem best for the supervision of the public health, and it shall be the duty of all police officers, sheriffs, constables aDd county officers and employes of the state, to enforce such regulations subject to the authority o f the health officer. S ec . 3 , The board shall meet annually at Salem, and shall also hold special meetings when and where the board may provide, as frequently as the proper and effic ient discharge of its duties may re quire. Three shall constitute a quorum for the transaction o f busi ness. It shall elect, from its own number, a president, aud may adopt rules and by-laws, subject to the provisions o f this act It shall have authority to send its secretary or a committee ol the board, to any part ot the state, when deemed nec essary, to investigate the cause of any unusual disease or mortality, or especially dangerous diseases. S ec . 4 . At its first meeting, or as soon thereafter as a competent and suitable person can be secured, the board shall elect a secretary, who shall, by virtue of such elec tion, become a member of the hoard and its executive officer, and bis official title shall be known as the State Health Officer, who shall be a regular graduated and reputable physician. health, and the necessary traveling expenses, and the necessary clerical services that the board may deem necessary for his assistance. The members o f the board shall receive no per diem compensation for their services, but their traveling and other necessary expenses, while em ployed on the business of the board shall be allowed and paid. S ec . 7 , The sum of $ 5,000 per annum, or so much thereof as may lie deemed necessary by the State Board of Health, is hereby appro priated annually to pay the salary of the secretary, and any clercial service that he may require, and to meet the contingent expense o f the office of the secretary and the e x penses of the board, whicli shall not exceed the sum appropriated; the said expenses shall be certified and paid in the same manner as the salary o f the secretary, and it is hereby mode the duty of the (lover- tior, Secretary of State and State Treasurer or other proper state offi cers, each years, in computing and estimating the amount of revenue necessary for state- purposes, to in clude in such estimate the sura appropriated; and it shall be levied and collected as other state taxes are collected and paid into the state treasury, and kept separate and apart from other funds, and shall be known as the "‘State Board of Health fund.” S > ' which may lie deposited in liis office, to call upon any police officers, He shall, so fer as practicable, com- sheriffs, constable and all county > J l nuiiHc* t“ with tnentner state hnuds j officers to enforce such quarantine, o f health, and with the county object to the authority of tiie states boaids o f health within the state; health officer. ------. They shoula be Wet corned and directed to the unocupied Fields, Forests and Mines of Oregon. A few of the leading citizens of Portland recently subscribed to a fund amounting to over $ 11!,000 for the purpose of establishing a Bureau of Information for the state. At a meeting of the sub scribers to the fund, five trustees, viz., Chas. E. Ladd, of Ladd and Tilton, bankers; W . M. Killings- worth, capitalist and real estate; T. D. Honeyman, of Honeytnau Hardware Company; \V. H. Be- harrell, of Htywood Bros. C o , wholesale furniture, and It. C. Jud- son, industrnl agent of the O. R. k N. Co , were elected trustees of the fund. These trustees subsequently organized and elected Chas. E. Ladd, chairman, W. M. Killings- wsrth, secretary, nnd Ladd <t T il ton, bankers, treasurer. At a sub sequent meeting of the trustees Col. Frank V. Drake was chosen super intendent. The purpose of this organization is to ascertain and tabulate the re sources of the state, gather an ex hibit of its products and be pre pared to tell all about Oregon and the resources of the several counties to all persons desiring information on the subject— to direct settlers aud capital to opportunities await ing them in the state. A large, well lighted room, or hall, has been set aside by the North Pacific Terminal Co. in the mngnificient new union depot at Portland for the use of the Bureau, and tables and cases are now be ing made aud furniture secured for its use in displaying products and distributing literature. Concessions have been granted by the lending railroad and steam boat lines for transmission to the Bureau for display. Negotiations are in active progress to obtain like concessions from all the transpor tation companies, with every prob ability of obtaining their co-oper. ation.
