At lost he said, ‘I have i t I can’t keep the leeches from sucking my blood; I ’ll regu late the business by giving them a license to do it, on condition they give me back a small portion of the blood ns a license fee.’ It wns a brilliant idea, and eminently worthy o f an ass.” Nervous Shock. Wo take this opportunity of informinr our subscribers that the new Commissioue of Pensions has been appointed. He is an old soldier, and we believe that soldiers and their heirs will receive justice at his hands. We do not anticipate that there will be any radical changes in the administration of pension affairs under tho new regime. We would advise, however, that U. Such legislation is seldom retroactive. Therefore it is of groat im portance that applications be tiled in tho department at the earliest possible date. If U .
