SATURDAY MORNING, SEPT. 3, 1870. The Qualification of a Senator. There is no other office connected with this government where extraordinary talents, in dividual probity and rare personal dignity may be exemplified more becomingly than in the Senate of the United States. Theconcen- trated pride of all our people rests in the assembled greatness of that body, and as the title of “Roman Senator” was once scarcely less significant of human glory than the wear ing even of the imperial purple, so would all right thinking American citizens delight to see in the personator of senatorial dignity evidence of meriting simular consideration at the bands of tho people. The grandeur of the Roman Senate, no doubt, had some influ ence upou the minds of the framers of the Constitution in inducing the selection of the same name to distinguish that branch of our National Legislature which, of all others, was intended to embody the greatest wisdom, prudence and discriminating judgment of the coantry. This idea was for a long time lived up to, as the bright constellation of our earlier Statesmen bears testimony ; but of late years -“what a fall was there my country men 1” In their ignoble grasping after politi cal power and advantage, our adversaries have taken no heed of the ignominy they were courting and bringing down upon the Nation by fraudulently forcing into the Senate car pet-baggers and unscrupulous political ad venturers. Even Cuffee is introduced, prob ably to give an aromatie flavor and consis tency to the Radical portion of the Senate. The Democratic Senators as a general thing, we are proud to own, are men worthy to have been the peers and associates of those who lent honor and fame to their country in the better days of the Republic. Such Senators as Thurman, Stockton, Casserly, Hendricks and Buckalew, who were recently asso ciates, bid us not despair of once more seeing the great council chamber, where once was heard the eloquence of a Webster, a Ilayne, a Clay and Douglas, and where the integrity of a Critendeo and a Collammer once shone with a splendor that will brighten forever, rise up from the extreme low estate into which it has fallen and again become a fit object for the deferential regard of the peo ple. ment are always sufficient to exact respect no matter how decided the minority an individ ual may find himself in. The argument so frequently promulgated by the Radical press in favorof Williams’ re-election amounts only to a begging of the question. Ho never did represent the will of our people ; wasinstruc- teikto resign, and we have not yet forgotten the contemptuous ridicule with which he treated the invitation. He now very humbly asks those whom he treated formerly with insolence to invest him with Seuatiorial func tions six years longer. They’ll do it—“in a horn.” Communicated. • E ditor N ews :—You will confer a favor upon me by inserting in tho columns of your paper the following notice of the article that appeared in the last issue of the Sentinel, under the caption of “The County Hospi tal Jonathan Davis, an old man f»4 years old, was on his way from Iowa to sec his son in Portland, Oregon. Our State certainly occupies a lag- ging, backward attitude on this subject, at a time when its financial condition eminently fits it to take a front, if not a leading, posi tion in a matter of such universal public im portance. Most all other States are embar rassed with weighty and accumulating debts which, did we rest under u burden of similar purport, might be construed into a plausible excuse or pretext for withholding aid so es sential ; but, thanks to the wise and econom ical policy inaugurated originally in this State, and which we trust our people will have the witdom toJ adhere to, we have no thing of the kind hanging over the bright future of Oregon. Since Oregon was admit ted as a State into the Union, our population has near about trebled, and the character of our population has undergone a noticeable change. Formerly, the proportion of chil dren to grown people was very small; but, now, the tables are turned, and youngsters multiply with alarming rapidity for those who are only moderately able to provide for their educational training. The means for educating every child in the State,—the poor a9 well ns rich,—is something our legislators may and should provide us with. The peo ple have petitioned for it heretofore, and there is no valid reason for longer omitting an act so full of general benefits to the en tire commonwealth. R etrospection .—While the Editor of the Bulletin is causing the columns of his paper to groan daily with the weight of the ful some admiration which ho finds occasion to bestow at present upon Judge Williams, we wonder if he has forgotten the numerous bit ter personal assaults he formerly bestowed upon the same individual. We can remem ber very well when it was utterly out of the question for Mr. O’Meara to recognize any thing but unredeeming qualities in the great Radical Mougal whom he now seems inclined to worship with “more than Eastern devo tion.” Can he account for the paradoxical situation in which he has voluntarily placed himself otherwise than as reflecting discredit upon himself? Either he was guilty of per petrating gross injustice to his idol orig inally, or present adulation is sadly mis placed ! Probably the Editor of the Bulle tin is amenable to both charges. Dryden’s two lines, in which he very epigrammatically enunciates the prominent qualities of Zimri, would probably apply to Mr. O’Meara bet ter than anything else. The Mineral Land Law - The above named person, Jonathan Davis, was placed in my Hospital by order of Judgo Shipley July 30th, 1870. The statement in the Sentinel that he was placed under my charge by private persons, is untrue. A. B. OvERBECKr —— We spent considerable time the past week in endeavoring to examine into the law regu lating the entry ofmineral land for mining purposes. Some uneasiness has been ex perienced on tho part of miners lest tho late act would enable outside parties to come in and defraud them of their just rights under our old mining regulations, but from an in spection of the law with its complicated in tricacies and devious meanderings to accom modate itself to local rules and regulations, we do not believe miners need apprehend any great danger. To obtain a patent to a mining claim, the applicant must show that he is rightfully possessed of it and that there are no conflicting claims to the same. A great many preliminaries aro to be gone through —such as posting notices, diagrams, etc., and advertising for ninety days in a newspaper— before title can issue, and those having rights anyways infringed on have abundant oppor tunities for contesting the matter. N ot A nswered .—The Bulletin complain® that its arguments in favor of the election of Williams to the Senate are not attempted to be answered by the Democratic press of the State, and that in lieu of such attempt, criti cism of its editor’s own condnctare too freely indulged in. What Mr. O’Meara would call an answer to his own productions would needs be very difficult to perpetrate. Probably no small amount of the neglect to which bis po* lemic effusions have been subjected, arises from the inability of other people to discover the same amount of weight belonging to them that the author does. It is no unusual thing for writers to exhibit an appreciation of their own productions wholly unapproachable by persons not equally interested in keeping up the infatuation. T elegraphic .—A late dispatch states that the Prussians, after a tremendous struggle, have completely used up the French, and compelled them to seek protection on the neu tral territory of Belgium.
