Roberta, former Di rector of th« Mint) The proposal to require the bank* af the country to guarantee each ether's deposits owes ita present strength te the financial disturbance ot last tali. It la urged as a mean« of preventing panics, aad there la no dlaagreouMat about the desirability of accomplish ing that purpose. Moot of ua agree that a repetition ot the conditions which existed last fall should be made impossible, but thia la by no moans the . only way to do it, or the boat way. For years the advocates of compre hensive currency reform have pointed out that with f 14,000,000,000 of bank depoelta in the country and only about fl.oOO,uoo,000 of money all told in the country, both in the banka and out, there should bo some method provided by which, on the basis of good assets, the supply of lawful currency could bo readily increased te meet exceptional demands. whether such demands were due to seasons of unusual business ac tivity or to alarm among depositors. Their foresight aud arguments did sot avail, but they are hardly to be swept ok their feet now by Impatient seal for this new, and, as they regard it, ill considered scheme. They stand for a complete and scientific treatment ot the subject. The guaranty of deposits is a crude aad imperfect remedy at beat. It does not recognise or attempt to cure the defects In our banking and currency systems, but alms only at persuading depositors not to draw their deposits. The looses to depositors by the failure of national banks has become an insig nificant percentage, aud la growing lose every year, as a result of natural, evo lutlonary progress in banking. The standards are being constantly raised, and the efficiency of official inspection and supervision constantly improved The true line of development la nut by any revolutionary policy, but by bold individual bankers to yet Ind stricter account, aud at the same time enabling every properly conducted bank to readily obtain a aupply of cur rency to meet all dsmands upon it. The fundamental weakness in our currency system la In the fact that it is not readily responsive to the needs of The legitimate demand the country for money varies from year to year, and from seeson to season in the same year. It is a familiar fact that there Is a great deni deal more business buslui te be handled from September let to Decem ber 81st each year than tn any other four months of the year, but there is so more money in tbe country unless gold is imported for the purpose. Under prenent condition* ther« •re rompeuMittons ia favor of caraffe! •nd conservative banking. Thera are pie who are not influenced ia their ee- lection of « bank by rhe bigbeat rate of Internet offered on depoalta, aad who have their ausisi clone aroused fey the tender of exueptloMl ladueeaaeaie They know that s^ offers put a strain upon th« baalaeaa, and they 4a- li bora tel y prefer te place their asaaay with a banker whe will not subject hlasaalf te such atanta. Thane dapaeat- ors «eterna safety above all ether aiders tioua, and they era neat «raws enough to exercise a vary whoieausue raatralnt upon rackleaa tendaoctee in the busiMM. ▲ banker now prtaea the reputation of doing a safe bustlnasn. and cannot afford te have a reputation for Imprudence and apeoulatlve to cJlnatlaoa. And yet, although held in check by those powerful coualderattaais. ths preeeure of competition carries th« business near tbs danger Una even uow. Thar« ia too much eoaapatittou fur deposita, and the ambitious of th. mora venturesome mouthers of the fra ternlty, and the pace they set, puts the whole ayatem under strain. But what are likely to bo the eon dltiona in the buainwm when the puhli< to no longer concerned about the man agament ef a bank, and ail the ro warda for conaarvatlam and reetrantv upon recklessness are removed? Th< considerations which in tbe past haw tended to safeguard the business am! advance its standards weald be gon.- The public would caro nothing for th« personality of the banker, instead ot looking to the institution which receiv ed the deposits, the depositor would re ly on an outside fund. ▲ paukei might bet all the deposits en horse races without the fact beceknlag a matter of any concern te his custom era. And how would tbe eeaaervattve. prudent banker fare under these can dltiona? The legitimate reward far maintaining that character would be loot to him. He wouM get ne depesMa unless he bid as high far them da hta rivals, for the goremmat would stand behind the latter, and assure the puh lie that they were just as safe as he. and tax him to make them so. In short the reckless and ineompefent pee pie, who are now either excluded them tbe banking bualneao, or held hi ehoek by the distrust which a dtocriBdnaàng public feel* toward* them, would mate th* pace to which everybody «toe In tbe banking business would be obliged to conform or get out of th* buslneee Weald Deaaoralleo ■aeiaoee.
