The cstiso of tlie di»Hst«r to the Russian flagship, in which Admiral Markaroff lost his life, seems to be quite a bone of contention between tbo Russians and the Japs. The lat ter waut to claim tbe merit of blowing up the vessel, while the Russian“, it appears, wotlli much rather have the cause attributed to their own careless or anything blsc than to Japanese shrewdness, However, the belief iz gaining that p*rbapA the Japs did it by operating submarine boats. This may be tbe true cause ns it is not at all likely that tbe wily Brown men are desirous to enlighten Russia as to how they are conducting their opera tions aga nst her fleet, providing they can keep them secret. New York. April 15. from St Petersburg of a belief that 'he Japan- so are using submarine boats in their Port Arthur attacks, are given color by a statement credited to a retired naval officer in this city. On motion made, seconded and car ried, it was decided to adopt the Soci alist platform of the National party adopted at In li inapolis in 1831, and pledge onr support thereto. J. D.
