Theory Untenable.
The cstiso of tlie di»Hst«r to the
Russian flagship, in which Admiral
Markaroff lost his life, seems to be
quite a bone of contention between
tbo Russians and the Japs. The lat
ter waut to claim tbe merit of blowing
up the vessel, while the Russian“, it
appears, wotlli much rather have the
cause attributed to their own careless
or anything blsc than to Japanese
shrewdness, However, the belief iz
gaining that p*rbapA the Japs did it
by operating submarine boats. This
may be tbe true cause ns it is not at
all likely that tbe wily Brown men
are desirous to enlighten Russia as to
how they are conducting their opera
tions aga nst her fleet, providing they
can keep them secret.
New York. April 15.
from St Petersburg of a belief that
'he Japan- so are using submarine
boats in their Port Arthur attacks, are
given color by a statement credited to
a retired naval officer in this city. He
declares it to lie the only way in winch
one can account for the succession of
disasters met by the Russian ships.
“It is incredible,’* lie said, “that
ebipa which undoubtedly have charts
of tbe mines aboard, should lie blown
up by them. One of the first things
Vice Admiral Makarotr did when In
reached Port Arthur was to resurvey
tbe harbor and locate the mines.
“ W bat is tbe sense of these constant
bombardments if they are not feints
made in order to entice the Russi.iu
ships out? The theories that th« Pe
tropavlovsk struck her own mines, or
that tbo Japanese planted a mine dur
ing a night are untenable, and we
know that the Japanese have submit
riues.
“AL'nited States naval officer landed
nt the wroog dock, appnreutlj- tin ua
used wharf, in a Japanese town, be
fore tbe war, an I saw a submarine
enrruiltidi-d on three sides by high
fences so that it was visit.le only from
the water -ide. Before b» I.ad an op
portunity to examine it, Japanese sol
tliers 1.n guard drove him away With
fierce threats. They seemed higl-ly
indignant that hesliotild have caught
sight of the boat at all.'’

THURSDAY. APR. 21, 190/
One of tbe things tbr.t this school
district has to rejoice over is its re
lease from bonded indebtedness. Ten
years ago n loan of $3,0(10, to build a
school building, was secured, and tn
order to pay off' this dobt, during the
past two years a special tax li s been
l»xivd, which has made taxes in this
district very high; but now the money
has been raised ai d is in the hands of
the County Tres.-urer, an I on the first
day of May the I o i Is ale to be paid.
