Lady Henry Somerset iu a reported
interview on arrival in this country,
states that “drunkenness is on tbe in­
crease in England,” a fact largely
due Io tbe spread of tbe liquor habit
among women. To illustrate this she
made the statement that about fifteen
years ago tbe average arrests for in­
toxication iu London was four men to
one woman, Now it is three women
to one man. One of I be chief reaaona
for this deplorable increase of inebri-
ty among women. Lady Somerset be­
lieves, is tbe privacy permitted to
their indulgence in liquors at tbe
public houses. This praulije among
women has led to an increase in
crime. Women under the influence
of liquor are more nervous, sensitive
and excitable than men. and less able
to conceal their condition.

turn their attention to commerce, and
many of them still believe she tbust
be great commercially if she is to en
dure. But none of them doubt now
that she must also win battles if she
is to escape annihilation.
Tbe fact that her victorious war
with China won her more respect and
consideration from the West in half a
year than all b’er peaceful industry in
half a century, was not lost upon th»
Japanese.
When her military and naval forces
so speedily beat China to her knees,
she proceeded at once to double her
forces. No one is allowed to escape
military (traiuiug in Japan, unless
physically unfit; more than this all
are willing and anxious to undergo
it. The government drill is imposed
on all public schools, aud adopted by
private ones. Little mites of boys de­
light to carry tbe flag, and stoutly
march for miles through tbe blazing
sun to prove their ability to serve as
soldiers.
Hachiman, the great war god from
whom the present mikado is directly
descended, is tbe one. god whom the
whole Japanese people unite iu hon­
oring. They may be Budhists, or
followers of Confucius, but they all
pay due respect to their war god.
It is both a military and religious
ceremony, aud appeals to the whole
people who are thoroughly in sympa
thy with the sentiment that those who
die in battle, die nobly, and are wor­
thy of undying love and honor.
W. H. Galvani's able and timely ar­
ticle in The Journal, recently, gives a
fair idea of Russia’s moral condition,
aDd no one is better informed on the
subject. His statement that it needs
something new to stir tbe fighting
spirit, "what there is of it,” in the
Russian soldiery, is worthy of atten­
tion. They may have tbe finest arma­
ment and the best officers in the
world, but ages of brutal oppression
have not cultivated tbe “fighting spirit
in the common soldiers.’-’
On tbe other hand, tbo Japanese
soldier is possessed of the spirit of
tbe feudal retainer, whose sword was
his soul, and his emperor his god. It
is this army spirit which is Japan’s
chief asset.
