SEPTEMBER 1, 2015 Portland photographer seeks models Portland portrait photographer Nancy Hill is working on a series ten- tatively called “Seven Years/Seven Decades” in which she photographs children under 7 and adults who have lived seven or more decades. “I am asking both groups the three most important things to them,” Hill says. The series will be multi-cultural and Hill is seeking Native American participants. All participants will receive 10 free photos from the session as an appreciation for taking part in the series, which may become a book. Hill said she will travel up to two hours from Portland each way, or maybe further if there is more than one person to photograph. To participate, contact Hill at nancyowho@gmail.com or call 503-245- 0359. n PROPOSED MARRIAGE ORDINANCE OPEN FOR COMMENT The Tribal Council has proposed reenacting the Marriage Ordi- nance with amendments. The first reading of the proposed Marriage Ordinance was presented at the Aug. 12, 2015, Tribal Council meeting. The proposed Marriage Ordinance would reenact the previous version of the Marriage Ordinance (adopted on Sept. 30, 2002; re- pealed on Feb. 16, 2005), with several amendments which include: 1. Updates to create consistency with State recordkeeping practices, 2. Removal of outdated provisions such as health information re- quirements and the common law marriage provision, 3. Expansion of locations where marriages can take place and who can perform the marriages, 4. Addition of non-discrimination language providing that a mar- riage license cannot be denied on the basis of race, religion, sex- ual orientation, color, gender, gender expression, national origin (ancestry), disability, or military status. 5. Minor technical (i.e., typographical, housekeeping) modifications. Tribal Council invites comment on the proposed Marriage Or- dinance. Deadline for all applications is Sept. 15, 2015 n FISH AND WILDLIFE ORDINANCE OPEN FOR COMMENT The Tribal Council adopted, on an emergency basis, amendments to the Fish and Wildlife Ordinance at the July 29, 2015, Tribal Council meeting. The primary purpose of the amendments is to implement the Tribal Wildlife Management Plan, which, among other things, pro- vides for Tribal regulation of hunting and fishing on the Reservation and Tribal trust lands. The amendments grant the Tribal Police Department enforcement authority with respect to Tribally-reg- ulated hunting and fishing and provides for resolution of those violations in Tribal Court. The amendments charge the Natural Resources Department with administering the Tribal hunting and fishing programs. Further, the amendments clarify the duties and responsibilities of the Fish and Wildlife Committee and Ceremo- nial Hunting Board in light of the passage of the Tribal Wildlife Management Plan. The proposed amendments may also include minor technical (i.e., typographical, housekeeping) modifications. The Tribal Council invites comment on the amendments to the Fish and Wildlife Ordinance.
