Smoke Signals 13 OCTOBER 1,2011 Invitation to Tribal member vendors 2012 Gathering of Oregon's First Nations Annual Powwow The five federally-recognized Western Oregon Tribes the Confed erated Tribes of Coos, Lower Umpqua and Siuslaw Indians, Coquille Indian Tribe, Cow Creek Band of Umpqua Tribe of Indians, Confeder ated Tribes of Grand Ronde Community of Oregon and Confederated Tribes of Siletz Indians will host the fourth annual Gathering of Oregon's First Nations Powwow at the State Fairgrounds Pavilion in Salem, Ore., on Jan. 28, 2012. Eastern Oregon Tribes also will participate. Tribal members from the five Western Oregon Tribes will have an opportunity to secure vendor tables before they are open to the Na tive American public. Once the tables are open to the Native American public, it is antici pated that they will be completely filled by the next day. The Fabulous Five Committee wanted to make sure vendors from the five Tribes were given this opportunity to secure a table. Tables are $50 per vendor with each vendor being allowed two tables. Sorry, no food vendors. The first year's attendance was estimated at 5,000 and last year we had approximately 3,000 people attend. Cutoff for this special offer to Tribal members only is Oct. 14, 2011, at noon. After that any tables left will be open to the Native American public. Vendors must provide their own transportation and lodging along with the vendor registration fee. If you do not have enough merchandise or want to split the cost with other Tribal members, that is allowable. However, organizing the combining of resources will be up to the individuals interested in doing so. If you decide to combine resources, please appoint one person to be in charge of your vendor table. B Notice off Grand Ronde Constitutional Election The Bureau of Indian Affairs, Siletz Agency, will be conducting an election to amend the Constitution of the Confederated Tribes of the Grand Ronde Com munity of Oregon. THIS WILL BE A FEDERALLY CONDUCTED ELECTION, NOT A TRIBAL ELECTION. A voters registration packet will be sent out to all Tribal members of voting age, who will have to register to vote in this federal election. If you do not register specifically for this election, you will not be eligible to vote. A voter registration form will be included in the voter registration packet. This notice is to inform you of the federal election, the dates set for conducting the election, and the importance of registering specially for this election. The following dates have been established for conducting the election: September 16, 2011: Voter registration packet and registration forms sent to all Tribal members of voting age. October 17, 2011: Registration forms must be postmarked or received by the BIA Siletz Agency on or before this date. Registration therefore closes at 4 p.m. on this date. If you do not register specially for this election, you will not be eligible to vote. October 21, 2011: The official list of registered voters will be posted in al phabetical order on this date at various public locations for review. October 26, 2011: Ballots sent to all eligible registered voters. These ballots must be returned to the BIA in the postage-paid return envelopes provided. November 1, 2011: End of dispute period for names on official registered voters list. November 15, 2011: Election Day. Ballots must be received by the BIA Siletz Agency Office no later than NOON on this day. The election results will be posted on the front doors of the Grand Ronde Governance Center, Health and Wellness Center, Community Center, Edu cation Building, Elders Activity Center, and the BIA Siletz Agency building immediately upon completion of the ballot count. Details of how to register and due dates for the election are included in the voter registration packet. NOTE: If you have changed your name or address and have not informed the Tribe, please notify the Tribal Enrollment Office. Request for Proposal CLASS INFORMATION The Confederated Tribes of Grand Ronde has approximately 4,800 members who access cultural education classes in three offices. We are seeking to attain a variety of proposals for cultural education classes that can be offered to our membership. SUPPORTING EFFORTS (awarded contractor shall) Provide all general contracting services requested within this Request for Proposal if awarded. Provide all material for the class that is being offered. Contractor shall be responsible for providing a syllabus for the classes being offered by the end of the class. Provide a sign-in sheet for each of the classes, where contractor delineates between Tribal members or non-Tribal members. Contractor shall act as a liaison between the Cultural Resources Department and the general membership. They will assist in providing a positive vision of the program. Contractor is responsible for all travel-related expenses including transportation, housing, meals or supplemental receipts. Mileage will be reimbursed, but contractor will not get paid an hourly rate while traveling to offices from their home. SCOPE OF SERVICE Please be sure to respond to each question explicitly when asked for information requested within this Request for Proposal. For purposes of submission, answer questions according to the numeri cal order listed below. Submissions not formatted correctly will not be considered. , 1. Give a detailed list of the class or classes that you would like to teach. Please include any relevant background information as to why Grand Ronde should be hosting these classes. 2. What is your distance from Grand Ronde office, Portland office and Eugene office? Are you willing to travel to each of the offices to teach your class, or classes? 3. How long have you been practicing your art? 4. List any recent shows or exhibits where your art was displayed or demonstrated. 5. Describe the materials that you will need to instruct your class. If they are specialized materials, describe how you will be able to obtain these items. 6. Will your class need specialized classroom space? If so, describe what will be required for your class. 7. Please include a detailed list of the cost per class in your pro posal. 8. Describe any particular features of your organization that have not been addressed or you would like to elaborate upon.
