12 MAY 15, 2004 Smoke Signals " T -M I - vvu If MAY MADNESS All-Indian Youth Basketball Tourney MAY 28, 29 & 30, 2004 Grand Ronde Tribal Gymnasium Leaders Oregon Indian Education Association (OIEA), an organization that promotes drug and alcohol prevention among Native youth, voted two Grand Ronde Tribal students on to the representative board. Tribal members Tony Perkins, 15, (below) and Alicia Sehwyn, 16, were elected out of 2 18 students. Perkins was elected President and Sehwyn was elected Secretary of the four person board. "I think OIEA teaches very useful skills for the future," said Selwyn. OIEA has one annual confer ence per year, but meets quarterly to discuss future functions. OIEA is open to students in grades eight-1 2 that can maintain a C average or better. "I get to meet a lot of people," said Perkins, "and I think we set a very positive example." in m r 9 Notice to Environmental Consultants Request For Proposals For Environmental Assessment Elder Foster Care & Elder Center Construction Project Grand Ronde Tribal Housing Authority (GRTHA) The Grand Ronde Tribal Housing Authority is requesting proposals for the preparation of an Environmental Assessment from qualified Environ mental Consultants. The Environmental Assessment will be in accordance with NEPA and HUD regulations. The Project will consist of one site of approximately 4.4 acres located on a 29-acre parcel situated within Yamhill County. The use of the property will be for the development of Elder Foster Care campus with a Elder Cen ter building using a mixture of Confederated Tribes of Grand Ronde (Tribal) and HUD funds. Some preliminary staff work has been done on the Environmental Check list and will be provided to the selected consultant. A Guidebook for Per forming Environmental Reviews, prepared by the Office of Native Ameri can Programs, Housing and Urban Development Department, will also be provided. Timber Sales On The Grand Ronde Reservation Two sales of Tribally-owned timber on the Grand Ronde Reservation will be available for public bid: Tyee Illahee Logging Unit, located in N Vi Section 3, Township 5S, Range 8W, Willamette Meridian, Yamhill County, Oregon. This Logging Unit con tains approximately 55.16 acres to be cut with a timber volume of approxi mately 3757 MBF sawlogs of all species. This consists of an estimated volume of 3745 MBF of Douglas-fir and Other Conifers - Peeler and Sawmill Grade Logs at a minimum bid rate of $451.68 per thousand board feet net scale, a predeter mined volume of 12 MBF of Red Alder and Other Hardwoods - Peeler and Saw mill Grade Logs, Wood Logs and Other Wood Products at a lump sum payment of $3,208.20, and All Conifer Species - Wood Logs and Other Wood Products at the predetermined rate of $83.03 per thousand board feet gross scale or $12.64 per ton.
