Smoke Signals 13 APRIL 1, 2004 NOTICE TO AKCIIITECTS This request for Statements of Qualification (SOQ) and Request for Proposal (RFP) represents an Architectural Pre-Qualification process being conducted by the Grand Ronde Tribal Housing Authority in Grand Ronde, Oregon. Grand Ronde is located 33 miles west of Salem. This is not a request for Bid. Architect responses to this request will be used to qualify applicants for contract negotiations. Applicants receiv ing the highest score will be offered the first opportunity to negotiate, if a contract is not awarded then the second will be offered the oppor tunity and so on until a contract is awarded. The scope of this project is developing construction documents from an existing conceptual master plan for Elder care. The construction will consist of Elder foster care facilities, a Elder senior center and infrastructure. The estimated budget of the construction project is $1.75 M. Architects wishing to be considered must request a Qualification Packet as provided by the Authority and respond to the requirements put forth therein. The accepted Qualification Packets shall include a Qualification State ment, the consultant list, the answers to the specific project questions, and a project approach. This Qualification Packet shall be re ceived no later than 3 p.m., prevailing time, April 7, 2004. Polk County Sheriff's Office Invites Applications For Reserve Deputy Sheriff The Polk County Sheriffs Office Reserve Unit is seeking applicants who would like to become part of the tradition of law enforcement profes sionals. Sheriff Bob Wolfe has said, he is looking for deputies who have a strong commitment to serving the community as part-time law enforce ment officers. Reserve deputies volunteer their time to assist Sheriffs Office employ ees with road patrol, corrections, marine patrol, crime prevention and special events. Many reserves have launched their full-time law enforcement careers starting as a reserve deputy, then being hired by the Polk County Sheriffs Office or other criminal justice agencies. Applicants must be 21 years of age before October 2004 posse an HS diploma or GED, and have a valid drivers license. The hiring process consists of a written exam, physical ability test, oral board, background investigation, physical and psychological assessments and pre-employment drug screening. Successful applicants will attend two, evening, week day classes and a number of weekend classes while attending the reserve academy at Chemeketa Community College. The academy training is from November through May. Notice: Grand Ronde Low Income Home Energy Assistance Program The Grand Ronde Tribe has obtained a LIHEAP grant to assist income eligible Tribal members with energy payments, energy emer gencies and weatherization. This Low-Income Home Energy Assis tance Program (LIHEAP) is an annual grant from the Division of Energy Assistance within the U.S. Department of Health and Hu man Services. Four Tribes in Oregon operate this program and must serve all income eligible Indians on their reservation or trust lands. Outside of these lands, but within the Tribe's service area, Tribes can only serve households with adult members of their own Tribe. For LIHEAP the Grand Ronde Tribe's service area is the Tribe's typical Six County service area (Polk, Yamhill, Marion, Multnomah, Wash ington and Tillamook counties) plus Clackamas County. Tribal mem bers in these counties will now need to contact Grand Ronde to re ceive assistance instead of from the community action agency in their area. The Tribal program will allow more Tribal members to be as sisted than would otherwise have been possible. There has been a great need for energy assistance especially for weatherization where the Tribe already has a list of eligible Tribal members in need. For income eligible households the program can provide energy assistance (utility bills, fire wood, etc.), crisis energy assistance, and weatherization (e.g. furnace repair). CMfctt?!Sjp limy (I wiirstf The Election Board is seeking a Tribal member to fill a vacant alter nate position on the Election Board for a term expiring in April of 2005. Alternates are appointed by Tribal Council and serve in lieu of Board members who are disqualified from serving or unable to serve in an Election. Alternates may also observe election functions and perform incidental tasks at the request of the Board. If you are interested in being an alternate and you or an immediate family member are not planning on being a candidate in the 2004 Tribal Council Election, please send a letter of interest to Nancy Coleman, Election Board, P.O. Grand Ronde Tribal Housing Authority Housing Board of Commissioners Seeking Members Two positions open to Tribal and Non-Tribal applicants The Grand Ronde Tribal Housing Authority Board has two Board of Commissioners seats open. Anyone who is interested in serving in this position and who has housing related experience to qualify for the position, is encouraged to attend the April 20, 2004 Board meeting. The meeting will be held at 5:30 p.m. at the Housing Authority office at 28450 Tyee Road (just off Grand Ronde Road) in Grand Ronde. Please call to confirm the date and time. This is an opportunity to: 1) observe how the board functions, 2) become acquainted with the types of issues that are regularly dis cussed and 3) determine if you are seriously interested in such a posi tion now or in the future. The open positions each have a three year term. Interested persons should have a demonstrated interest in housing and experience in the housing field in some capacity, such as: affordable housing development. property management. residential building construction. housing finance. housing planning. other housing related areas. The Board oversees all housing development, housing management and housing operations for the Tribe and is responsible for policy de cisions. The Board currently meets at 5:30 p.m. on the third Tuesday of each month at the Housing Authority office in Grand Ronde. NWIHA Scholarship For Tribal Youth The Northwest Indian Housing Association annually provides schol arships to Tribal youth, defined as individuals ages 24 years old or younger. The intent is to provide financial awards to youth for educa tion and training programs at schools, colleges, job training organiza tions, sports camps or other worthwhile organizations. Traditionally, individual awards have not exceeded $1,000. Applications are avail able by contacting the Housing Authority at 503-879-2401.
