JULY 1, 2002 Smoke Signals 13 PROPOSED GENERAL COMMITTEE ORDINANCE AMENDMENTS The Tribal Council, in consultation with the Tribal Attorney's Office, has proposed amendments to the General Committee Ordinance. The first reading of the proposed amendments was made at the June 19, 2002, Tribal Council Meeting. The purpose of the amendments is to centralize all committee provi sions under one ordinance, the General Committee Ordinance, and elimi nate the need for multiple committee ordinances. Committees will be established pursuant to the Ordinance by resolution of the Tribal Council and each committee shall adopt bylaws approved by the Tribal Council. The proposed amendments also include, but are not limited to, the fol lowing: B Modifying the provisions regarding committee membership to D remove the restriction that committee members must reside in the Tribal six county service area; D increase the number of committees on which a Tribal member may serve at a time from one to two, except that Tribal member staff are still restricted to serving on one committee at a time; D increase the number of Tribal member staff that may serve on a committee at a time from one to two; B modify the age requirement to provide that committee mem bers shall be at least 18 years of age; B add a requirement that members shall provide input on all mat ters properly before the committee and support all committee de cisions; . fl provide that appointments will be for two calendar years. B Modifying the removal provisions to provide that members may be removed with or without cause by vote of the Tribal Council. B Modifying the duties of officers. B Removing the provisions regarding annual meetings and providing that all regular and special meetings shall be held on Tribal property in Grand Ronde unless the committee obtains the prior approval of the Tribal Council to hold a meeting elsewhere. B Modifying the compensation provision to provide that members may be compensated at a rate set by council and shall be reimbursed for expenses according to Tribal policy. B Modifying the financial accountability provisions to provide that all financial transactions shall be within the parameters of the committee's approved budget. As you may have seen from the notices in the Smoke Signals, the Tribal Council, in consultation with the Election Board and the Tribal Attorney's Office, made various technical updates and substantive changes to the Election Ordinance to provide for a more efficient election process. The Election Board would like to bring to the Tribal membership's attention the following changes: B Only those Tribal members who have a Signature Verification Form on file with the Election Board will be sent an absentee ballot. This change was made to avoid the confusion where Tribal members receive absentee ballots, fill out the ballots and return the ballots, but the ballots are not counted because the Tribal member did not have a Signa ture Verification Form on file, which is required in order to ensure that the vote cast in the name of a Tribal member is in fact cast by that Tribal mem ber. In an effort to get Signature Verification Forms from all Tribal members wanting to participate in the election, the board will be sending out Signa ture Verification Forms to those Tribal members who are eligible to vote but do not yet have a Signature Verification Form on file. These mailings will go out shortly after nominations. If you already have a Signature Verification Form on file, you do not have to file another one, unless your name has changed. If you are not sure whether you have a Signature Verification Form on file, or would like to request one, please call the Election Board at 503-879-2271 or 800-422-0232. B A Tribal member's signature on the Signature Verification Form can now be verified either by a notary public OR by attaching a legible copy of a Tribal Identification Card, Driver's License, state issued Identification Card, or Passport which bears the signature of the Tribal member. B The Election Board will receive and maintain the Signature Verification Forms and will prepare and distribute the voters address list rather than the Enrollment Office. B The restriction on remaining, loitering or campaigning near the polling place on Election Day has been extended to 150 feet of any entrance to the polling place. fl Absentee ballots must be received at the location designated by the Board Chairperson (usually the Post Office) by noon on the day of the Election. Tribal timber within the "Coyote Thin Logging Unit," located on the Grand Ronde Reservation in portions of Sections 1 and 12, Township 5S, Range 8W, Willamette Meridian, Yamhill County, Oregon and a portion of Section 18, Township 5S, Range 7 W, Willamette Meridian, Yamhill County, Oregon will be open for public bid. This logging unit contains approximately 106.66 acres to be thinned and 6.82 acres of right-of-way to be clearcut harvested. The timber consists of an esti mated volume of 1,000,000 board feet of Douglas-fir and Other Coni fers - Peeler and Sawmill Grade Logs to be auctioned at a minimum bid rate of $310.67 per thousand board feet net scale. Red Alder and Other Hardwoods - Peeler and Sawmill Grade Logs may be sold at the prede termined rate of $294.09 per thousand board feet net scale and all Co nifer Species - Wood Logs and Other Wood Products may be sold at the predetermined rate of $68.19 per thousand board feet gross scale, or $17.62 per ton, as applicable. The above stated volumes are estimates and are not guaranteed. Bid opening will take place at the Grand Ronde Natural Resources Office located at 47010 SW Hebo Road, Grand Ronde, Oregon, 97347 at 10 a.m., on Tuesday, July 9, 2002. Full infor mation concerning the timber, sample timber sale contract, conditions of the sale and submission of bids should be obtained from the Confed erated Tribes of Grand Ronde, Natural Resources Division, 47010 SW Hebo Road, P.O. Proposed Housing Ordinance Amendments The Tribal Council, in consultation with the Housing Authority Board of Commissioners and the Tribal Attorney's Office, has proposed amend ments to the Tribal Housing Ordinance. The first reading of the pro posed amendments was made at the June 5, 2002, Tribal Council meet ing. The purpose of the amendments is to make various technical and substantive changes to the Ordinance to update the Ordinance. The proposed amendments include, but are not limited to, the following: B Modifying the provisions regarding the establishment and powers of the Board of Commissioners to: B Include additional reporting and consulting requirements between the board and the council; B Provide that financial and personnel policies adopted by the Board must be substantially similar in all material respects to those of the Tribe, except to the extent laws governing the expenditure of federal monies require different standards and procedures; and B Provide that commissioners shall be compensated for their services at a rate set by council. B Modifying the landlord-tenant provisions to differentiate between rental and home ownership projects. Proposed Public Safety Ordinance The Tribal Council, in consultation with the Tribal Attorney's Of fice, has proposed a Public Safety Ordinance. The Ordinance estab lishes standards to regulate nuisances on Tribal lands. The Ordi nance addresses a variety of nuisance issues, including noise and traffic standards, animal control, solid waste handling, and autho rizes the General Manager to enforce the Ordinance's requirements. A first reading of the proposed Public Safety Ordinance was presented at the August 8, 2001, Tribal Council Meeting. A second reading of the Ordinance was presented at the May 22, 2002, Tribal Council Meeting. Revisions to the Ordinance since the first reading include clarifying the hearing process, adding a separate class of penalties for parking violations and adding a provision to protect Tribal repre sentatives from harassment.
