Ex cept for Reyn Leno and Butch LaBonte (both excused on travel status), a quorum was present. (Present: Kathryn Harrison, Ed Larsen, Bob Haller, Cheryle Kennedy, Ed Pearsall, Jan D. Reibach and June Sell-Sherer Jan D. Reibach moved, June Sell-Sherer seconded to table the Tribal Council meeting minutes of June 13, 2001. Motion carried. TRIBAL GOVERNMENT, MANAGEMENT & BUDGET COMMITTEE D Withdrawal of Funds in BIA Tribal Account. Ed Pearsall moved, Cheryle Kennedy seconded to adopt Resolution No. 101-01 to request a withdrawal of all funds remaining in the BIA Tribal account and submission of all appropriate forms to BIA Superintendent at Siletz Field Office for pro cessing. Motion carried 6-0-0. Regional Problem Solving Coordination Council. Ed Pearsall moved, Ed Larsen seconded to table this item until the next Tribal Council meeting. Motion carried 6-0-0. D IHS Special Diabetes Program for Indians. June Sell-Sherer moved, Cheryle Kennedy seconded to adopt Resolution No. 102-01 allowing Tribal staff to prepare a grant proposal for submission to the DHHS, Indian Health Service for a Special Diabetes Program for Indians as announced on June 1, 2001. The grant will be used to develop a diabetes program designed to assist Tribal members and other Indians through a coordinated "Team" ser vices approach. The application requests no new employees (two contracted positions only) and does not require matching funds. There is no request to reduce the indirect costs. (Estimated project budget not to exceed $105,000 with match requirement of $0.) Motion carried 6-0-0. D Ink Impressions, Inc. Election Services Agreement. June Sell-Sherer moved, Ed Pearsall seconded to adopt Resolution No. 103-01 approving the reappointment of Ink Impressions, Inc. to provide technical services for the 2002, 2003 and 2004 elections and authorizing the Chair to negotiate, with the assistance of the Tribal Attorney's Office and sign a contract with Ink Impressions, Inc. for these services. Discussion followed. Motion carried 6-0-0. D Enrollment Committee Appointments. Ed Pearsall moved, Jan D. Reibach seconded to adopt Resolution No. 104-01 which appoints Val Grout, Robert Schmid and Teri Wood to serve as Enrollment Committee members as submitted by the present Enrollment Committee. Motion carried 6-0-0. D Tribal Court Ordinance Amendment. Bob Haller moved, June Sell-Sherer seconded to adopt Resolution No. 105-01 approving the amend ment to the Tribal Court Ordinance. The purpose of the amendments is to set forth procedures for the Tribe's Court of Appeals. Discussion followed. Motion carried 6-0-0. HEALTH & COMMUNITY SERVICES COMMITTEE D Amendments to Big Grouse Timber Sale Contract. Jan D. Reibach moved, Bob Haller seconded to adopt Resolution No. 106-01: (1) amending the sale of the Big Grouse Combination Logging Unit, re moving from the sale the harvest of red alder; and (2) authorizing the Council Chair, with the assistance of the Tribal Attor ney and the Natural Resources department, to finalize and execute an amendment to the contract with Frank Lumber Company, Inc., to refund Frank Lumber the amount of $6,016.48 for the removal of red alder from the sale. Motion carried 6-0-0. GAMING COMMISSION REAPPOINTMENT D Ed Pearsall moved, Cheryle Kennedy seconded to adopt Resolution No. 107-01 reappointing Gene Davidson and Leonette Galligher as Commission ers on the Tribal Gaming Commission for another three-year term. Motion carried 6-0-0. ECONOMIC DEVELOPMENT COMMITTEE D Executive Base Compensation Studies Adjustment. Ed Pearsall moved, Cheryle Kennedy seconded to adopt Resolution No. 108-01 approv ing the adjustments to the base compensation of Randy Duggar, Bob Robbins, Camille Merrier and Denise Barr as proposed by the Arthur Anderson Com pensation Study and presented by Spirit Mountain Gaming, Inc.'s Board of Directors. Discussion followed. Motion carried 6-0-0. Is your name on the applicant's waiting list for rental or home ownership housing in Grand Ronde? Grand Ronde Tribal Housing Authority is updating its list of applicants for housing in Grand Ronde. While the Housing ?S--- Authority has made attempts to contact all applicants by mail, 1 I many families have moved and letters were undeliverable. If you have made application for housing in the past and believe you are on the waiting list, please contact the Housing Authority office by September 15 and provide your current address to keep your name on the waiting list. All applicants that have not contacted the Housing Authority within the past month, or who do not respond to this notification will be removed from the waiting list. You may contact the Housing Authority by phoning toll free 1-800-422-0232 ext 2401, or 503-879-2401. Executive Compensation Merit Increases. Jan D. Reibach moved, Bob Haller seconded to adopt Resolution No. 109-01 approving merit re view increases for Randy Duggar, Bob Robbins, Camille Merrier, Ty Huff and Denise Barr as presented by Spirit Mountain Gaming, Inc. Discussion followed. Motion carried 6-0-0. OTHER BUSINESS D Brent Merrill, a Tribal member and Public Relations CoordinatorEditor of the Smoke Signals, asked for the support of Council to: 1) begin proceedings to declare the Tribal Cemetery as a "sacred site," 2) declare the Cemetery "off limits" to media without prior permission, and 3) declare the Elder's Meal Site as "off limits" to uninvited media. Discussion followed. The Council requested that Merrill work with the Tribal Attorney, Rob Greene, to develop rulesguidelines for press cover age at the Cemetery, etc. and report back to Council for final approval. D A Tribal Elder asked that the widowed non-Tribal members be allowed to continue to participate in the Monday meals offered by the Tribe at Spirit Mountain Casino. Council agreed that widowed non-Tribal members should be allowed to participate in the Monday meals and stated that action has been taken to reinstate this option. Vice-Chair Ed Larsen will contact the Chief Executive Officer, Mike Moore of Spirit Mountain Casino to extend an invitation for him to attend the Elders' Committee Meeting on Thursday, June 28, 2001. D A Tribal member raised concerns regarding disclosure of a Tribal member's address. Chris Leno reported that the Tribe has investigated the matter and has taken steps to ensure it does not happen again. Leno repeated that Member Services will be the only department to handle address changes. SPECIAL TRIBAL COUNCIL MEETING Thursday, July 5, 2001 2:02 p.m. Meeting was called to order by Chair Kathryn Harrison. Except for Ed Pearsall (dentistexcused), a quorum was present. Present: Kathryn Harrison, Ed Larsen, Reynold L. Leno, Bob Haller, Cheryle Kennedy, Jan D. Reibach and June Sell-Sherer. TRIBAL GOVERNMENT, MANAGEMENT & BUDGET COMMITTEE CTGR Trucking L.L.C. Capital Contribution. Cheryle Kennedy moved, June Sell-Sherer seconded to adopt Resolution No. 110-01 autho rizing a capital contribution to CTGR Trucking L.L.C., up to $175,000; funds will only be used to pay outstanding debts associated with concluding opera tions of CTGR Trucking. ' -1c;i i i Bottle and Can Drive at the Pow-wow August 17-19 Bring your bottles and cans to the Veteran's booth at the Pow-wow grounds to donate to the fundraising effort. We are not too proud to take your bottles and cans, man. Garage Sale at the Depot building Saturday, September 15 Bring your garage sale items to this 9 a.m. to 4 p.m. fundraiser. Donated items can be dropped off at the Tribe's Public Information Office. Staff and readers of the Smoke Signals are encouraged to donate items to this event. Items not sold and not picked up by the donor may be given to a local charity. Coffee and Cinnamon Rolls will be served throughout the day. Fall Auction in Grand Ronde Saturday, October 20 Bring your wallets and checkbooks to this big event. Items to be auctioned are Tribal logo items like sweatshirts, t-shirts and hats. Original signed, numbered, matted and framed pow-wow photography and Tribal Pendleton Blankets will also be on the auction block. We will be serving dinner at 6:00 pm. at the Tribal Community Center and the auction will begin promptly at 6:30 p.m.
