Reibach moved, Bob Haller seconded to approve the previous Tribal Council meeting minutes of March 28, 2001 as submitted. Motion carried. TRIBAL GOVERNMENT, MANAGEMENT & BUDGET SUBCOMMITTEE D White City Property. Ed Pearsall moved; Reyn Leno seconded autho rizing the Natural Resources department to manage agreements between the Tribe and contractors who are performing site assessment and remediation activities necessary to prepare the White City property for market and sale. Motion carried 8-0-0. D Wellness & Prevention Program Tribal Diabetes Detection & Treatment Program Application for Funding Assistance. Reyn Leno moved, Jan D. Reibach seconded to adopt Resolution No. 056-01 authoriz ing that the Wellness and Prevention program and Policy and Planning de partment staffs prepare a DHHS, PHS, Indian Health Services Tribal Dia betes Detection and Treatment program proposal for funding of year four of the five year program to provide appropriate services for clients as estab lished during years one through three of the project. No matching funding is required for this application and there is no request to modify indirect funding requested. (Estimated project budget of $61,026) Motion carried 8-0-0. D Harbor Security Contract. June Sell-Sherer moved, Ed Larsen sec onded to adopt Resolution No. 057-01 (1) approving an agreement with Harbor Security, Inc. for a term of one year, and in an amount not to exceed $160,000, and (2) authorizing the Executive Officer, with the assistance of the Tribal Attorney, to finalize and execute the agreement. Motion carried 8-0-0. D Enrollment Infants. Bob Haller moved, Ed Pearsall seconded to adopt Resolution No. 058-01 which approves six (6) applicants to be added to the official membership roll, numbers 5129 through 5134. Motion carried 8-0-0. D ATM Mid-Year Conference Volunteers. Ed Pearsall moved, Reyn Leno seconded, to approve sending volunteer(s) to ATNI's Mid-Year Confer ence in Canyonville, Oregon on May 7-10, 2001. Motion carried 8-0-0. RESOURCES ANDOR EDUCATION SUBCOMMITTEE B Revision ofSignators Commerce Bank Line of Credit. Bob Haller moved, Cheryle Kennedy seconded to adopt Resolution No. 059-01 approving the revision of Signators for Commerce Bank Line of Credit to include Council Chairperson, Vice-Chair, Secretary, Executive Officer and Finance Officer. Motion carried 8-0-0. O Tribal Investment Signators. Ed Pearsall moved, Jan D. Reibach sec onded to adopt Resolution No. 060-01 indicating current Signators on Tribal Investment accounts. Motion carried 8-0-0. O CY 2001 Indirect Cost Rate. Jan D. Reibach moved, Cheryle Kennedy seconded to support the CY2001 Indirect Cost Rate proposal for the Tribe. Motion carried 8-0-0. ECONOMIC DEVELOPMENT SUBCOMMITTEE O Support of Tribal Leadership Program: Institute for Tribal Gov ernment. June Sell-Sherer moved, Ed Pearsall seconded to adopt Resolu tion No. 061-01 in support of the Tribal leadership program developed by the Portland State University Institute for Tribal Government. The Council plans to attend the Institute's Tribal leadership program next week. Motion carried 8-0-0. : D Amendments to Health Authority Ordinance. June Sell-Sherer moved, Cheryle Kennedy seconded to adopt Resolution No. 062-01 amend ing the Health Authority Ordinance to make a majority of the voting mem bers on the Health Authority Board Tribal members. Motion carried 7-0-1. Ed Larsen abstained. D Tribal Wellness Budget Increase Request. Reyn Leno, Ed Pearsall seconded to adopt Resolution No. 063-01 authorizing the transfer of $24,300 from the CY2001 Contingency Fund Budget to the Tribal Wellness program to support continuation of the Fourth Day Senior Nutrition pro gram. Withdrawal requests post marked June 5, 2001, WILL NOT meet the deadline, they must be in our offices by that date. Under no circumstances will checks be picked up at the offices. Eligible Tribal members should have already received a withdrawal form in the mail regarding this distribution. If not, you may use this one supplied below. These forms may be faxed or mailed into the offices. This will be the onfy payment date for the month of June. If you choose not to make a withdrawal at this time, or miss the June 5 deadline, the next payment date will be July 10, 2001. In order to be mailed a check on July 10, you must have your application to us no later than June 30, 2001. Due to the overwhelming amount of calls regarding verification of receiving the forms In the offices, you will need to mail it "RETURN RECEIPT REQUESTED" if you want verification of arrival. Ask your local postmaster for assistance with this service. , The total Member Benefit program allocation for 2001 is $1,000 for each mem ber.
