This year's new Tribal Council members were sworn into office by Tribal Court Judge Katherine English on Wednes day, September 13. Tribal Council member Ed Pearsall was re-elected. Cheryle Kennedy and Jan Reibach are the newest council members. The current Tribal Council consists of Chair Kathryn Harri son, Vice Chairman Ed Larsen, Council Secretary Reyn Leno and members June Sell-Sherer, Bob Haller, Butch LaBonte, Ed Pearsall, Cheryle Kennedy and Jan Reibach. WOU New Library Opens With the Help of the Tribe By Justin Phillips With a donation of $250,000 from the Confederated Tribes of Grand Ronde through the Spirit Mountain Community Fund, West ern Oregon University (WOU) held it's dedication on September 20 for the new Wayne and Lynn Hamersly Library. Tribal Council member Vice-Chair Ed Larsen and Angie Ellis, Spirit Mountain Community Fund Admin istrator, attended the dedication. "We have educated many Tribal members through this college, and we'll continue to do that," said Larsen, speaking on behalf of the dedication. President of WOU Betty Young blood told the story of accepting the check of $250,000 through a lunch on March 4, 1999 with Polk County Commissioner Ron Dodge and Tribal Council Chair Kathryn Har rison. The new Wayne and Lynn Hamersly Library was dedicated on Wednesday, September 20 thanks to a donation of $250,000 from the Confederated Tribes of Grand Ronde's Spirit Moun tain Community Fund. As part of the Tribe's gaming agreement with the State of Oregon, six percent of profits from the Spirit Mountain Casino are shared with deserving organizations throughout the state. Tribes Oppose Sovereignty Challenges COEUR d'ALENE, ID. (AP) - City and county leaders on the Coeur d'Alene Reservation have refused to join a coalition that challenges the sovereignty of Indian Tribes. Coeur d'Alene Tribal Chairman Ernie Stensgar said during an on going Tribal convention that local governments on his reservation have rebuffed invitations to join the North Central Idaho Jurisdictional Alli ance. Kootenai County Commissioner Ron Rankin whose county in cludes part of the reservation con firmed that the commissioners would not join the coalition. "We don't believe that's a proper use of tax dollars," Rankin said. Nor, he said, have individual commission ers contributed to the alliance. "We are not part of that." Rankin was among the speakers on a panel discussion about Tribal, state and local government affairs during the annual convention of the Affiliated Tribes of Northwest Indi ans. The conference was held for the first time in Coeur d'Alene. Samuel Penney, Chairman of the Nez Perce Tribe, said he hopes in terest in the North Central Idaho Jurisdictional Alliance is fading. "The alliance has spent tens of thousands of dollars fighting the Nez Perce Tribe and has not won on any front," Penney said. The alliance is comprised of 23 cit ies, counties and taxing districts. Its leaders say they are not anti-Indian, but they dispute the Tribe's right to impose regulations on non-Indians who live within reservation bound aries. The Tribe contends that right was granted to them by treaty. Rep.
