Oppose
Sovereignty
Challenges
COEUR d'ALENE, ID. (AP) - City
and county leaders on the Coeur
d'Alene Reservation have refused to
join a coalition that challenges the
sovereignty of Indian Tribes.
Coeur d'Alene Tribal Chairman
Ernie Stensgar said during an on
going Tribal convention that local
governments on his reservation have
rebuffed invitations to join the North
Central Idaho Jurisdictional Alli
ance. Kootenai County Commissioner
Ron Rankin whose county in
cludes part of the reservation con
firmed that the commissioners would
not join the coalition.
"We don't believe that's a proper
use of tax dollars," Rankin said. Nor,
he said, have individual commission
ers contributed to the alliance. "We
are not part of that."
Rankin was among the speakers
on a panel discussion about Tribal,
state and local government affairs
during the annual convention of the
Affiliated Tribes of Northwest Indi
ans. The conference was held for
the first time in Coeur d'Alene.
Samuel Penney, Chairman of the
Nez Perce Tribe, said he hopes in
terest in the North Central Idaho
Jurisdictional Alliance is fading.
"The alliance has spent tens of
thousands of dollars fighting the Nez
Perce Tribe and has not won on any
front," Penney said.
The alliance is comprised of 23 cit
ies, counties and taxing districts. Its
leaders say they are not anti-Indian,
but they dispute the Tribe's right to
impose regulations on non-Indians
who live within reservation bound
aries. The Tribe contends that right
was granted to them by treaty.
