Smoke Signals July 15, 1995 Page 7 Gushed Housing program update Housing Department staff Lonnie Leno and Linda Layden recently visited several housing authorities to gather information about housing programs that are currently operating in other areas. They met with Ric Weaver at the Polk County Housing Authority in Dal las, Oregon, and Connie Hoffman at the Siletz Hous ing Authority, which is an Indian Housing Authority serving Siletz. These people were very gracious and helpful in providing information about their programs. They also traveled to Montana to visit the Salish Kootenai Housing Authority (SKHA), on the Flathead Reservation. Robert Gauthier, the Executive Direc tor, is an outstanding leader and advocate for Indian Housing. He has served on many national commis sions and boards, and is involved with the current changes being recommended by HUD as they relate to Indian programs. He was able to give Linda and Lonnie valuable information and contacts, and offered technical assistance upon request. His housing au thority has won an award from HUD for sustained excellence with two or more years of outstanding over all performance, for the sixth year in a row. They were very impressed with their operation, and have recommendations for the Grand Ronde Housing Ad visory Board as a result of their trip. The Housing Advisory Board met on June 30 and listened to a presentation of information regarding the trip to Montana and Dallas. The Board was excited to hear about SKHA's program, some of which are HUD-funded, and some quite innovative and tribally funded programs. The Board meeting finished with a discussion of housing needs and tribal values, and how these relate to establishing priorities for strategies to address these needs. The Board will continue to dis cuss strategies and priorities over the next few weeks. Bid contracts awarded The Housing Department awarded two bids recently. They were both for home repair jobs, one in Beaver, the other in Tillamook. The work for the residence in Beaver included a new roof, doors and windows, insulation, electrical work, plumbing, floor coverings, carpentry, and foundation work. Fourteen contractors picked up packets, but only two submitted bids: Viking Construction, $24,682, and K. Schmid Construction, $27,500. The award went to Viking, the lowest bidder. The residence in Tillamook included work in the plumbing, heating system, electrical system, sheet rocking, remodeling a bathroom, painting the exte rior of the house, and insulation. Fourteen contractors picked up packets, and the job was awarded to K. Schmid Construction for $25,650. This job was advertised twice, in a total of three newspapers. In the first round, only two bids were received, and they were both high. The" scope of the work was reduced and the job advertised again. Dur ing the second round only one bid was received, and a second bid was late and therefore not accepted. The successful bidder was one of the bidders in the first round. There has been difficulty getting contractors interested in working in Tillamook County at this time. It was determined that re-advertising the job for a third time would not produce three bids. Considerable knowledge of organiza tional development and planning. Some knowledge of computer software and applications. ABILITY TO: Plan, organize and direct the work of others to meet overall objectives and goals; communicate effectively both verbally and in writing; evaluate and appraise the effectiveness and quality of tribal operations, programs and services; interpret and apply tribal, federal and state laws and regulations; establish and maintain effective working relationships with the Tribal Council, other Tribes, governmental agencies and jurisdictions; businesses and the general public; prepare clear and concise reports. KNOWLEDGE OF: Some knowledge of recordkeeping practices used in the maintenance of fiscal accountsrecords; general office practices and procedures. ABILITY TO: Perform detailed work involving numerical data; make accurate mathematical computations using decimals, fractions and percentages; maintain effective working relation ships with other departments, vendors and the general public; file and retrieve records. SKILL IN: The operation of standard office equipment, including ten-key calculator by touch; word processing. POSITION: 95-32 Facilities Maintenance Specialist SALARY: $1475-1623 MO DEPARTMENTDIVISION: Public Works REPORTS TO: Facilities Manager POSITIONS SUPERVISED: None CLOSING DATE: Friday, July 28, 1995 EXPERIENCE AND TRAINING: High school diploma or equivalency; and at least three years of progressively responsible experience in building maintenancerepair, fire and security systems, and grounds-keeping which includes supervisory responsibility; or any satisfactory combination of experience and training which demonstrates the knowledge, skill and ability to perform the above described duties. KNOWLEDGE OF: Considerable knowledge of building and construction methods; equipment and materials for corrective and preventive building maintenance; safety practices and procedures. Some knowledge of state building codes and regulations; supervision and personnel practices. ABILITY TO: Work independently; plan and schedule work projects; assign and review the work of others; communicate effectively; maintain accurate records; work flexible hours and be on call evenings and weekends; establish and maintain an effective working relationship with other employees, departments, contractors, and county and state agencies. SKILL IN: The use and operation of hand and power tools and various equipment used to perform the duties assigned. POSITION : 95-32 'Maintenance Worker (seasonal) SALARY: $1197 - $1317 MO POSITION LENGTH: May 1 - October 31 DEPARTMENTDIVISION: Public Works REPORTS TO: Facilities Maintenance Superintendent POSITIONS SUPERVISED: None CLOSING DATE: Friday, July 28, 1995 EXPERIENCE AND TRAINING: High School diploma or equivalent and one year experience in custodial maintenance; or any satisfactory combination of experience and training which demonstrates the knowledge, skill and ability to perform the above described duties. KNOWLEDGE OF: Considerable knowledge of the methods, procedures and supplies used in custodial cleaning; related safety practices and procedures. ABILITY TO: Work independently; exercise initiative and judgment in completing tasks; lift heavy objects; follow written instructions; establish and maintain an effective working relationship with other employees. SKILL IN: The use of custodial and lawn equipment. ABILITY TO: Perform detailed work involving numerical data; make accurate mathematical computations using decimals, fractions and percentages; maintain effective working relationships with other departments, vendors and patients; file and retrieve records. Must have effective oral and written communications skills. Have good attention to detail. Maintain patient confidentiality and customer service. SKILL IN: Proper use of telephone equipment and etiquette, the operation of standard office equipment, including computer; ten key calculator by touch, and word processing. Trainer SALARY: $2584 - $2842 MO DEPARTMENTDIVISION: Small Business Development REPORTS TO: Division Manager POSITIONS SUPERVISED: Administrative Assistant for the Computer Lab & Library (1) CLOSING DATE: Friday, July 28, 1995 MINIMUM EXPERIENCE AND TRAINING: Bachelor's degree in Business Administration or related field; and five years experience in business planningfeasibility analysis and training planning and implementation; or any satisfactory combination of experience and training which demonstrates the knowledge, skill and ability to perform the above described duties. Requires bookkeeping accounting experience through financial statement preparation, as well as payroll processing experience. Minimum of three years supervisory experience. KNOWLEDGE OF: Considerable knowledge of business practices and developmental issues; budget and financial analysis. Basic accounting principles, current tax law relating to small business, as well as payroll tax laws and regulations. ABILITY TO: Collect and compile data; determine feasibility of enterprise plans; prepare and analyze financial data; communi cate effectively both verbally and in writing; establish and maintain effective working relationships with various economic develop ment organizations, member clients, and other employees. Must be able to work independently with little supervision. Candidate must maintain a high degree of confidentiality because heshe will be working with the client's business and personal financial information. Proven leadership skills, and experience working in an active team environment. SKILL IN: Public speaking, trainingteaching; planning; business management; bookkeeping, financial statement preparation and payroll; operation of standard office equipment including a computer and utilization of financial software and other programs specific to business development.
