Smoke Signals July 1990 Page 3 GRAND RONDE BUDGET PROPOSAL FY 1990 SUPPLEMENTAL BUDGET FIFTH QUARTER (OCTOBER 1, 1990 - DECEMBER 31, 1990) BUDGET CATEGORIES Economic Development (30 statu tory) - Under the Grand Ronde Reservation Act, the Tribe is required to set aside 30 of timber receipts for economic development activities for the next twenty years. Forestry Fund (10 statutory): Fed eral law requires that ten percent of tribal timber receipts are deducted as an Administrative fee. These funds are then returned to the Tribe specifically for forest improvement activities. FederalState Funds: Contract and grant funds to provide program serv ices such as Health, Social Services, Education, etc.. Contract and grant sources includes the Bureau of Indian Affairs, Indian Health Services, State of Oregon and the Department of Health and Human Services. General Fund: Funds used to ac count for all finanical resources, ex cept those designed for a specific purpose (i.e. Special Revenue Funds). Dear Tribal Members, . On behalf of the Tribal Council, I would like to present to the tribal membership a Fiscal Year ( FY) 1 990 Supplemental budget. The purpose of this supplemental budget is to add funding for operation of programs and services from October 1-December 31, 1990. Thereasonfor this addition is that the Tribal programs and services have in the past operated on a budget cycle that began October 1st and ended on Sep tember 30th of eachyear. At this time, the Tribe has the option of changing from this cycle to a regular calendar year cycle which would begin January 1st and end December 31st of each year. This supplemental budget would add funds to cover operating costs to make the tran sition to the calendar year budget cycle. This supplemental budget covers all operating expenses for the Tribe and includes program services, and tribal government funds and costs. The purpose of presenting this supplemental budget to the tribal community is to solicit public comment from the membership regard ing these programs and services. Tribal members wishing to comment on this budget are encouraged to do so through either written or oral testimony. Written testimony may be submitted anytime from June 29 - July 31, 1990. All written testimony must be signed and either mailed or hand delivered to the Confederated Tribes of the Grand Ronde Community of Oregon, P.O. Box 38, Grand Ronde, Oregon 97347, Attention: Jackie Colton. Oral testimony may be provided on July 18, 1990from 7:00-9:00pm atthe Grand Ronde Grade School All testimony is limited to enrolled members of the Tribe who are eighteenyears of age or older by June 29, 1990. Please take the time to review this information and feel free to comment on what your Tribal Council isproposingin this supplemental budget for 1990. GRAND RONDE ELEMENTARY SCHOOL -All testimony is limited to enrolled members of the Confederated Tribes of the Grand Ronde Community of Oregon who are 18 years of age or older by June 30, 1 990.
