CHAIRMAN'S REPORT Since President Reagan signed the Grand Ronde Reservation Bill into law on September 9, 1988, the Tribal Council has been asked many different questions regarding the Reserva tion. One question has been: "When will we be able to cut firewood on the Reservation?" The Tribal Council has been working on a Minor Forest Products Ordinance, which includes rules and regulations for firewood cutting. Tentative guidelines for the ordinance include: A Firewood Permit will be required. Along with the permit, tickets, to be attached to each load, worth one-half cord of wood or less will be issued. There will be a five-cord limit per household annually. The permittee will be charged $5.00 per cord of wood. (This fee will be used to compensate a designated person to monitor woodcutting activities.) Permits will be issued to tribal members and non-tribal members. Tribal members will have priority. After tribal member firewood needs are met, the non-tribal members could be issued permits. Only light ground skidding equipment such as a winch and line, block and tackle or cable hooked to vehicle shall be allowed while gathering firewood, unless otherwise authorized. It is very likely that no firewood will be available until the end of January 1989. The Tribal Council will utilize the remaining time to finalize this Ordinance. When the Council approves this Ordinance, it will be published in "Smoke Signals". Since July 1988, the Tribal Council has been working under a grant from the Administration for Native Americans (ANA). Part of the grant includes develop ing an economic development strategy for the Tribe. Because the Reservation Bill requires the Tribe to commit one-third of the total revenue earned from the Reservation to economic development, it will be an on going process for the Council. The ANA grant will help insure proper economic development planning. By February 1989, the Tribal Council should have an Economic Development Strategy Plan adopted. The Tribal Council is involved is a numerous activities since the establishment of the Reservation. Tribal members are encouraged to attend Tribal Council meetings, usually held weekly, and the General Council meetings, held monthly September to May, to keep up on what's happening. Sincerely, Mark Mercier TRIBAL COUNCIL MINUTES November 2, 1988 Meeting was called to order at 6:33 p.m., a full Council was present. Others present: Cliff Adams, Jim Willis, Greg Archuleta, Jackie Colton, Dean Mercier, Bob Mercier, Craig Dorsay, JoAnn McClary. Val moved to approve previous minutes for October 26, 1988 with the following amendment. It was the consen sus of the Council to begin purchasing the main entre' for each General Council Meeting. Russ seconded the motion. Motion carried by unanimous vote of Council. MINOR FOREST PRODUCTS PERMIT PROCESS DISCUSSION: Cliff Adams, Tribal Forester, submitted a packet to Council that included sample copies of material related to wood cutting permits. He briefly reviewed the packet with Council and discussion followed on methods for distribution of wood permits. A meeting of Council members available and interested Tribal members was scheduled for Friday, November 4th at 1:00 p.m. to help save Council time in determining the best method and other related issues. NAPOLS ATTORNEY CONTRACT APPROVAL: After review by Council, a motion to adopt a resolution to authorize the Tribe to enter into a contract for services with NAPOLS for attorneylegal services not to exceed $50,000 per year. Passed unanimously. EDUCATIONARCHAEOLOGYCEMETERY COMMITTEE ORDINANCES APPROVAL: Since Marv and Merle have not had a chance to review the draft ordinances, they were given copies of each and the matter was tabled until the next Council meeting. EDUCATION COMMITTEE UPDATEREQUEST: Candy stated that as a member of the Education Ad Hoc committee, she requested on behalf of the commit tee, Council permission to research the possibility of securing a position for a student counselor. She also said that the need for these services exceeds the availa bility of the current JOM counselor to fulfill. Jim informed Council that the Tribe has been contacted regarding some changes in regulations by the Dept. of Education that would encourage participation and responsiveness to the educatational needs of Indian children. A resolution of support has been requested. It was suggested that Robin Butterfield be contacted and invited to a council meeting to explain the changes in more depth. Mark will contact Robin. Candy moved to approve paying the airfare and per dime costs for Marie Schmidt to attend the NIEA conference. Ray seconded the motion. Motion carried. WILMA MANKILLER HONOR DINNER INVITA TION: An invitation for two Council members to attend a honor dinner for Ms. Mankiller on November 4th was received. Mark and Kathryn will attend. CORPORATION MEMBERSHIP APPOINTMENTS: HONOR BANQUET-SENATOR JERNSTEDT: A draft list of potential members for the Tribal Devel opment Corporation was submitted to council. Mark requested the council to take the draft list home for review and make any additions they felt needed. Sug gested additions to date include Arlcne Giffen, Jack Giffen, Mike Giffen and Ed Larsen, all Tribal members, and D.F. Cloud, non- Tribal member. An honor banquet for Senator Jernstedt will be held Thursday, December 8th at 7:00 at the Chumaree in Salem. RESTORATION OPEN HOUSE: An open-house in honor of the Tribes' Restoration anniversary on November 20th. A raffle, displays and potluck are among the planned activities. Council was in support of the request. BUDGET PLANNING MEETING SCHEDULED: A budget planning meeting was scheduled with Isler & Co. (Jimmy Willis) on November 9th at 9:00 a.m.. Focus will be on setting a budget for future tribal revenues. Ray moved to adjourn the meeting. Candy seconded the motion. Motion carried. Meeting adjourned at 9:25 P-m.
