She said there is a staff training session on Wednes day, July 24, regarding the im plem entation o f the A f fordable H ealth Care Act. The training will probably be at Kah-Nee-Ta, she said, and invited in terested C ouncil Mobile clinic arriving in August members to attend. The issues are complex, Cruz said. For instance, in a recent development with the law, the Obama Administra tion announced that federally recognized tribal m em bers would be exempt from pen alty for not acquiring health insurance (Story on page 12). O n the o th er hand, the best financial interest o f the Confederated Tribes would be served if m em bers did seek som e form o f health coverage, Cruz said. This would help with billing op tions, a critical factor in times o f scarce revenue. “With the Affordable Care A ct we will be able to bill for more ser vices,” Cruz said. C h a n g e a t c lin ic The Affordable Care Act was one o f the health-related issu es b efo re C ou n cil on Monday. The tribal-HIS Joint Venture was another topic. Reviewing the Joint Venture for Council were Cruz, Warm Springs Health and Wellness C enter ch ief executive o f ficer Carol Prevost, and Dr. Rachel Locker, physician. Preyost said a change in patient care is scheduled to take effect at IHS on August 15. After that date the clinic physicians will provide ambu latory care, meaning care for patients who walk in to the clinic. Patients who are admitted to a h o sp ital, such as St. Charles Madras, will receive their pare from physicians who work regularly at the hos pital, rather than, from physi cians from the Warm Springs clinic. The purpose o f this is to allow the physicians at the clinic to focus on the patients who come to the clinic, rather than spending time traveling to and from Madras. Another im portant benefit will be patient-physician con tinuity, allowing the patient to continue seeing the same phy sician, said Prevost. Caroline Cruz inform ed Tribal Council that the m o bile clinic will be arriving in Warm Springs in mid August. The mobile clinic will al low health workers to visit outlying communities such as Sim nasho, Seekseequa' and Sidwalter. The clinic could also be used for special visits to locations like the Early Childhood Education Center and High Lookee Lodge. There will be two patient- care room s in th e m obile clinic: one room for medical issues, attended by a nurse practitioner or physician, and one room for dental. The vehicle is being cus tomized to fit the specifica tions for its on the reserva tion. The mobile clinic is a co operative project o f the Com munity Health Program, the J o in t H ealth C om m ission, tribal Health and Human Ser vices and the Indian Health Service. John Coutney brought his class from the Early Childhood Center to the Pi-Ume-Sha Health Fair, held at the Com m unity Center. They visited the OSU Extension area o f the fair, featuring fruits and vegetables.
