S m ith, C ou n cilw o m an Evaline Patt, and Councilman Reuben Henry. Voting against were Coun- cilm en O rv ie D a n zu k a, K ah seu ss J a c k s o n , S co tt Moses and Carlos Smith. E le c tio n ch airw o m an Tsumpti said the decision was made to count the absentees regardless o f w hether there were two signatures, as this had n ot been,a requirement in previous elections. “So we followed the ordi- nance in the mail-out, but h o t in the counting?” Councilman Smith asked,, The discussion then turned to whether the tribes should have a second vote on the m otorsports referendum. C o u n cilm an K ah seu ss' Jackson said the witness re quirement made it harder for the absentees to vote. Chief Operations' Officer JP. Patt expressed the same notion: “It was disenfranchisement, mak ing them meet a higher bur den.”. C o u n cilm an R eu b en Henry said a re-vote would cost the tribes more money, while everyone is trying to save. C o u n cilm an R aym ond Tsumpti said the result o f a second referendum would be the same. The voters would ask, “What part o f ‘no’ don’t you understand?’” he said. C ouncilm an Moses said the school referendum took a second referendum before m eeting the o n e-th ird re quirement. C ouncilw om an E valine Patt said the Council could re visit the issue in June, as the matter before them was the referendum results. Councilman Moses made a motion to approve the re sults, seconded by P aiute Chief Joe Moses. The vote was 8-T in favor o f approv ing the results, Councilman Smith voting against.
