(ÂP) S .A San Diego County Indian tribe says a federal court decision to rescind a gambling compact will save it nearly $100 million in either re tu rn ed paym ents to the state or future costs. Ron Wyden is shopping the idea o f return ing co n tro l to two Indian tribes o f about 30,000 acres o f federal tim b erlan d s in southwestern Oregon as part o f his strategy for solving the lo n g standing problem s o f timber counties. T he O reg o n D em o crat said that the legislative pro posal fits into his goals o f in creasing timber production on federal tracts known as the O&C Lands to provide more revenue to counties, prdtect- ing special places such as wil derness, and renewing a fed eral subsidy for timber coun ties for one more year while this falls into place. The tribes “want to look at approaches in the forestry area that balance and really address this concern I hear at every town hall meeting, which is how are you going to increase the cut to create jobs, and how are you going to protect treasures,” Wyden said from Washington, D.C. “That message is exactly what the tribes are trying to com municate.” 1 T h e p ro p o s a l calls fo r tra n sfe rrin g 15,000 acres from the U.S. Bureau o f Land Management to the U.S. Bu reau o f Indian Affairs, to be held in trust for the Confed erated Tribes o f Coos, Lower Umpqua and Siuslaw Indians. A nother 17,000 would go to the Cow Creek Band o f the Umpqua Tribe o f Indians. I Bob Garcia, chairman of the Confederated Tribes of Coos, Lower Umpqua, and Siuslaw In d ian s, said the transfer would right an old w rong, w hen m ore than 1 million acres o f reservation were whittled away from the tribes, and give the tribes a chance to p u t the land to work for everyone in a way it hasn’t seen for many years. “O ur tribe is one o f the few tribes (in Oregon) that never received either land or money for what was taken,” Garcia said from tribal head quarters in Coos Bay. Giving the tribes greater control over how the land is managed would serve as an exam ple o f w hat counties could do if they achieved the same kind o f control over the O&C lands, he added. Management would be done under federal environmental laws. Wayne Shammel,' tribal at torney for the Cow Creek Band, said they intentionally chose less productive timber lands in the center of the area proposed for their reserva tion m ore than a century ago, but never granted, to mini mize the political opposition.
