The gaming situation seems to be the big topic now around here as there are talks of relocating our gaming facility to a more populated area and where it would be more acces sible to the public. There will be public meetings regarding a new location of the gaming facil ity as talks have been coming with the gaming team. Since our prize catch fell through when the Governor refused to al low our move to Cascade Locks, and since most of the residence in that community were in favor of our move there for the simple reason, it would have benefited that community in many ways because at the present time there really is no real job available there for its local residents. It would have helped their economy to where the whole community would have been up graded a 1 00 percent as to what it is at the present time. Maybe we should go ahead and build a big Casino at I Iood River and tear the heck out of the Beautiful Columbia Gorge scenic area. Just like that home they are forcing out on the north side of the Columbia River, only they couldn't do that to the tribes as it is on trust land. As a matter of fact there isn't anything anyone could do to prevent us from building there. What ever we do decide on the future of the gaming situation we should not pay too much attention on this, "Phrase." "This will create plenty of jobs for the tribal members!" In almost every venture we have entered in involved that promise in the past, and that is a good selling point...maybe we should consider the $ sign that would be coming in, no matter who is employed there. Just as long as we have all the say on the total operation and not get our hopes up of all those false promises they make to the tribes as they have done in the past. No matter who is employed in the operation we must have first hand reports on the income statement and balance sheet. Bring all the funds in to where we may be able to create programs here for our local people to work for. There can be working on here on the reservation to improve conditions in all respects. Some type of programs to create a good job market for : our local people. We have more and more kids who are going away for higher education and give a little time they will take over on our business. Even to day we have several individuals with good education and degrees but there is no job market here. And there people with less education who hold key positions and don't try to help our younger ones who do have the education and degrees. Maybe they are afraid they will be bumped out of their jobs... "Well," back to the gaming subject, at the present time we will be trying to decide on the future of our gaming situation. At the present time the Gaming team is aiming for a location in Madras. All the response so far are negative to this site for several reasons. All Con's and no Pro's, so far. Mostly against that area as it is their funds that will be building the gaming facility in that area. It is apparent how most tribal members feel toward building in Madras from all past history or the dealings the tribal member receive irom that area, especially during paydays or when a little dividend is given to each member. Highway 26, is very busy all year long with a pretty heavy traffic 10 ana rrom me metropolitan area, anu we nave un kiiius oi lucuuuns where we could build a casino, and even create a little settlement along the highway. We would not have to negotiate on taxes as it would be on trust land. All these public meetings are very important and everyone has that right to express his opinion one way or the other of how you feel about the whole thing. Don't sit back and wait until it's too late and start to talk. There might be some good ideas floating around out there but they cannot be applied unless you speakup. AHH-NAH-CHI-TOON!!! First, whatever jobs created by the Confederated Tribes of Warm Springs should be jobs created for the people of the reservation. I know that those who are pushing for the casino in Madras will promise up and down (hat this casino will create more jobs for our tribal members. . . and let's face it, that's a darn good promise. However, with the current unemployment rate of our tribal members, it's easy for me to believe that it's already hard enough for a Native American to get a job on his own reservation. I'm sorry, but I can already see who'd be standing behind the desks, smiling and greeting the public as they enter and who'd be in the back room emptying out the garbage cans if the casino is built in Madras. Second, what are we promising the city of Madras, the way we were promising the good people of Cascade Locks and Hood River? An ambulance? Or maybe ambulances? More police officers? Fire trucks? It amazes me to think of what the tribes would be able to accomplish with that money if it was kept on the reservation. Speaking of money: Third, so much of our tribal dollars already goes into Madras every 10th and 25th. We're talking groceries, gas, electricity, sometimes fines, etc. They receive a handsome roll of bills to educate (suspendexpel) our Native American children in a school that didn't get a passing grade on its own ' report card. If you add everything up, the City of Madras would be in some pain without the tribal money that's being pumped into it. Is there any sane reason why we would want to build a casino in a place where we would contribute even more money in the form of taxes? We have our own tax-free land right down the road. As a tribal member, I would feel more comfortable knowing that whatever money we make will remain on the reservation. Fourth: Madras has a reputation for its treatment of tribal members. pass by you. Our Creator did not create us to dance with cars. We are to cross the road of life and move on, not go back for another try at death. A death that is economic to a person, a family and a people. A death that is to the soul of humankind and gives grief to our God. So please, consider in prayer your vote on the move of the Casino, Vote NO to the move. At the Simnasho District Meeting held last month, this was one of the main concerns. I can't believe that after decades of this treatment, we would reward the City of Madras by boosting their economy with a tribal casino. We're told that we have the potential to make more money if we build the casino in Madras. But for whom are we making more money for?Im not rich. . .yet. My neighbors aren't rich. This past Christmas was very skimpy. I almost had to use newspaper to wrap what little gifts I could afford (the same newspaper that announced the Grande Ronde's percapita payment of $2800. . .each). Every year we're told to save money. "Bonus won't be as big this year because we have to save!" Or "We might not get a bonus at all." Historically, Warm Springs Tribal Government has always made their own laws and are governed by them. That Sovereignty. Respectively all Indians may very well be Tribal Members from various Tribes throughout North America, other Tribes and reservations are Sover eign. They make their own laws with variable differences but equivalent to ours here at Confederated Tribes of Warm Springs (CTWS). The Synopsis is on CTWS Tribal em ployment preference status. And the right to vote on intergovernmental Tribal matters, CTWS employment preference is a Tribal right and a form of Tribal property. Only Tribal Council and the eli gible Warm Springs Tribal members should be permitted to vote on intergovernmental Tribal matters. If we want business in Madras, hit them where it would hurt buy that old Coast to Coast building across from Bi-Mart and turn it into a theater (don't tell me the rumors of buying that old run-down mote! in Madras are true, either). And can't we put the casino in a nice place on the reservation, instead of an old gravel pit? How about building it at the Y on Highway 26 at the northern boundary of the reservation? If you don't think tribal members would drive out there for a good paying job, where do I sign up (just kidding Brigette)? Just two more things: Can we give it a nice traditional name and not tag it The Casino At Warm Springs? We're Indians, we can be a little more creative than that. And can we S lease make it a building that it won't urt to look at the way it hurts to look at the Plaza or ECE buildings? Permitting any non-Indian or non CTWS Tribal member to vote on restricted Tribal matters severely interferes with Tribal structure and Sovereignty. Also allowing that type of aggression is nothing more than permitting encroachment which violates by intruding and attacking tribal structure and sovereignty. From now on third parties voting on Tribal matters should automatically be in valid, also committees consisting of non-CTWS members should never be authorized to override any Tribal matters. Employment preference for CTWS Tribal Members is not in vidious race discrimination. But in stead was a political classification designed to encourage Tribal self government and to fulfill the special federal responsibility to CTWS Tribal members. Undermining Tribal pref erence in any manner is violating Tribal members rights in regards to CTWS Tribal employment prefer ence status.
