It's easy to remember how Warm Springs reacted to the idea of a casino on the reservation. After all the pros and cons had been heard, Warm Springs voters were overwhelmingly in favor of a casino. The results of the December , 1994 vote proved that point. Now, hoping for increased revenues from a second casino, the Tribe is investigating the idea of building another gambling hall, possibly near 1-84 in Hood River. The idea, at least on the surface, is not sitting very well with the more vocal folks of that small town. What is being proposed is merely that; a proposal. A second casino is contingent on one thing only approval, through referendum, of the tribal voters. The Confederated Tribes cannot build another facility without tribal member consent. Development of a second casino is intended to allow the Tribes to achieve several goals: diversify income resources, increase employment opportunities for tribal members and Hood River residents and relieve demands on natural resources. Opponents were asked at the September 28 meeting to listen with open ears and to be patient. They did neither. Their minds were made up before they entered that crowded Valley Christian Church. They wanted one thing only to tell the Tribe they wanted no part of a casino, to hell with what such a facility could do for their depressed economy, unemployment rate and overall well being. Opponents do not want a casino in their back yard, just like certain communities in Oregon do not want a prison in their back yards. They fear that the ambiance of their community will suffer, that the moral fiber of Hood River County will crumble, that existing businesses will fail because gamblers won't stop to eat, gas up or stay overnight. The perceived impact, according to opponents, is negative. No one, not Hood River, not Warm Springs, not the Governor nor the Secretary of the Interior, can foresee the future and tell what the real impact will be. Hood River residents can rest assured that Warm Springs will develop, if they choose to move forward, a tasteful, classy facility very carefully. Warm Springs is not known for hasty decisions, nor decisions that will offend their neighbors too terribly. The Tribe believes in a workable good neighbor policy. I think before anyone in Hood River gets too excited about this whole thing they should wait until a formal proposal has been thrown on the table. Residents' premature negative reaction only muddies the water. To develop a "No Casino" web page is a bit much. Susan Crowley, at the September 28 meeting, cited several factoids about the negative impact the Siletz casino has had on Lincoln City. About how gambling impacted Atlantic City. Has she contacted Roseburg, Madras, Pendleton or other Oregon towns where there are nearby Indian casinos? Is the impact negative everywhere? I think not. It will take more than cliches and cute slogans to deter Warm Springs. First and foremost, the tribal voters have the authority to nix the idea. The Governor will have a say as will the Secretary of the Interior. Hood River residents are borrowing trouble by becoming so adamantly anti-casino. Much has to be done before the final plans are drawn up. One final point. Does the word sovereignty mean anything to Hood River residents? The Tribe's sovereignty guarantees them the right to seek economic stability. A casino in Hood River, or wherever, will reduce reliance on an already weakened natural resources base and will assure the Tribe's ability to continue to provide the basic services to its ever-growing membership. This could be a win-win deal for everyone. Those Hood River residents so against a casino need to take a step backwards, take a deep breath and chill out. Only then will they have the open ears and patience the Tribe has requested from them. "That stands for Hand your Money Over." YIKES SS SS SS To the editor, Enough is Enough! I spend a con siderable amount of time in our out doors here on the reservation. First of all I work in the Forestry depart ment and secondly I love fishing and hunting. This hunting season I have become increasingly disturbed from the serious poaching problem here on the reservation. These past few years poaching has seemed to be on the rise and is now way out of hand. Last September, during work, I came across a bull elk, near the headwaters of Badger Creek and all that was taken were the teeth and antlers (the rest lay rotting). Just a few weeks ago, in the Dahl Pine area, my brother and I found a doe fawn head and hide. At least these people took the meat but re gardless it was an illegal kill. I'm also hearing of all the elk being shot (before the season), and being left to waste with only the teeth and antlers taken. A lot of bulls are shot during deer season a lot of big bucks are being shot during elk season. People who do this aren't hunters in my mind because some of us work hard to get meat to put in the freezer, the legal way. There are rules and seasons for a purpose (to conserve our wildlife). When someone goes out and poaches, they take away from and degrade our reservation. It is no different than the people who spray paint walls, or break into the tribal buildings and vandal ize. We are lucky enough to get sea sons as long as we do. Off reserva tion you'd only get about two weeks to hunt compared to about three months here. I love hunting and I don't want this privilege taken away by those who are selfish and take game illegally. Heck more people need to take up for our wildlife. I'm going to stop hold ing my tongue from now on and start turning in incidents I see or hear of and I would encourage you other "hunters" to do the same and help save our wildlife. Congratulations to Dawn Smith and the teachers of the Warm Springs Elementary School, they got the year round second language money for the school.
