All along each day there is someone out there trying to find a loop hole to break our treaty that was signed between the Middle Oregon Tribes and the United States Government. There are certain promises made and are binding that stands today with that treaty. The treaty of 1 855, is our treaty that we go by and still stands today. We must stick with that treaty no matter what because any kind of alteration could mean distraction. Today there is the mention of the treaty of 1 865, a document falsely explained to some of our people who couldn't read, write or speak the English language. The trickery was to try to keep the Indians from hunting, fishing and gathering foods in accustomed places, and that when ever an Indian left the reservation he would have to have a permission slip stating when he was leaving and when he was to return. Today there is the mention of the 1 865, treaty which in so many minds never existed. Everything in that document was falsified to fit the white mans wishes which has been followed by the state all these years. Senator Mark Hatfield was on the right track to abolish the treaty of 1865. A document full of lies and trickery to undo the rrQ cha rod infn treaty of 1855. Since Hatfield made his intentions clear, this really lv,u,e ollcueu IMIU upset legislatures because of the wording that goes with the Oil cidOptGG Well, we know where Gov. John Kitzhaber stands, because of the action Hatfield intended to do. This really upset the Governor and instead of backing Hatfield to make things right, things that have been going on so long, he wanted to let things go as it is because of the wording that is in the 1855, treaty. This would jeopardize all efforts by the state on trying to reach a settlement on water rights with the Tribes. Kitzhaber thought all their efforts would go out the window. Yep! Ole, Kitzhaber wanted to stick with the false treaty, full of lies that have been going on for years and years. So if that' s his position, what will he be doing with all the Indians in the state of Oregon in the future? There are definitely some'doubt in his actions now. The word Sovereignty causes a lot of attention in todays world. When the treaty of 1855, was signed between the Tribes of middle Oregon and the united States Government after all the agreements were made the Indians agreed to live on a reservation and they also ceded 10 million acres of land to the Government, however the Middle Oregon Tribes had retained the right to hunt, fish, gather foods and graze livestock on unclaimed lands off the reservation. And now Gov. John Kitzhaber wants to go along with a false treaty of 1 865. Now can we ever believe him in the future on issues pertaining to the Oregon Indians today? Will he be truthful or not? I still say if Kitzhaber would work along with Hatfield and do away with the treaty of 1865, there could still be hope of a fair settlement in the water negotiations between the state and The Confederated Tribes of Warm Springs. But we must not alter nay wording in the original treaty, we must stick right with the 1 855, treaty all the way. AHH-NAH-CHI-TOON! ! ! A Bad Fire! The Simnasho fire burned nearly 120 thousand acres of prime range and forest lands in the northeast section of the reservation. Some top livestock grazing areas. Stockmen in that are now in need of stock feed. This even effects wildlife in that area. Deer, Elk and other animals will have to migrate to other areas to find feed. I There was a lot of Prime Timber stands that was in that area on the Mutton Mountains. Logging Companies will have to go in and salvage what they can in that area. Not only the range and timber lands took its toll, there were several individuals who lost their homes with all their belongings . and several structures went up in flame also. This was a bad year for disastrous happenings as last winter there was the big flood and this summer the big fire. Well lets hope we wont face another year like we just did in the future. A lot of us are trying to de cide how we're going to vote and what criteria we're going to use to make this decision. There are a lot of issues you have probably thought about as this is an important decision for everyone involved. Some of the different things I've been trying to decide between are as follows (not in any particular order): What is their blood degree?; Do they live on the reservation?; Are they relatives?; Are they friends?; Who are their parents & grandparents?; Are they married to Tribal members?; Do they partici pate in community and traditional events?; Have they contributed to our people & community? After these factors are weighed, we will all have our own reasons for voting the way we do. I would like to make the follow ing appeal for Willie Bagley, Carla Bagley-Tias, and Donnie Bagley as I think they play a big part in our community. Willie, Carla & Donnie have lived on our reservation for years, have participated in the many activities, teams, and Tribal organizations. Willie and Carla are married to Tribal members and have Tribal member children. they have also been involved in a couple of significant events in my life. In November, my son Owen and I were in a car accident (Owen was thrown from the car as it was roll ing). Willie, Carla & Donnie (along with the rest of the staff and volun teers) responded. I was relieved they were there as I didn't know my son's condition and was upset and making the situation worse. Fortunately, Owen has known them for years so they were able to put him at ease, they even had him laughing at times. To these two boys, home is being at "Gramma Bea's" here in Warm Springs. They both attend school here at the Elementary and take part in various activities in the community. Tyson and Keevin actively participate in cultural and sports activities associated with school. They learn valuable tradi tional customs from their great grandmother Beatrice Scott by par ticipating in the activities she spon sors or takes part in. I would like to share the family history with everyone and remind our people who we come from. The new Middle School was a challenge that I felt so supported in by the exceptional staff. It was also neat to see the maturing of the high school kids. I know there are significant iroblems that have been here for a ong time with the schools and education. I also believe that the time is now for more parental involvement to assist in the maturing of the schools to be more user friendly for the Native American people. The youth are a blessing and the future. Keep them safe. Fight hard for their rights to a good education and a safe journey through this world. The chldren are precious and I will miss them and all the families I have worked with and the friends I have made.
