This appointment sets the precedent (that 1 firm ly believe) th a t a d m in is tra tio n doesn’t reauire a Doctors. Masters, or Bachelors degree, nor a high school dioloma. A dm inistra tio n is learned on the jo b . One can receive all the theory and book learning one wants, but the art o f adm inistration is on- the-job experience. One can c o n t r a c t f o r t e c h n ic a l expertise, i f and when needed. th e r e a re tw o m a in ingredients that determine the long-term success o f the W arm Springs Tribes, o r any other T ribe fo r that matter. These are dedication and loyalty. Who can be more dedicated and loyal to the W arm Springs Confederated Tribes than a trib a l member? We have a lo t o f trib a l people, young and older, who are intelligent enough to learn anything. A ll our people need is a chance...A chance to be exposed to the business w orld o f th e W a rm S p r in g s Confederated T ribes...expo su re a n d t r a in in g w il l strengthen our people. I f we don’t stand up for o u rs e lv e s th e n we a re prescribing our own oppres sion...Then our children w ill have to endure the same oppression. W hat we enjoy today is because o f our elders. W hat o u r ch ildren enjoy tom orrow w ill be up to us today. We must all support each o th e r to endure a pro d u ctive fu tu re fo r o u r children. Sincerely, Bobby EagleHeart Rufus Winters, General Manager Are we losing ourtreaty rights? Tribal Council Agenda (Editor’s Note: This letter expresses an individual view which does not reflect the opinion or have the backing of the. Warm Springs Tribal C ouncil, the m ajority o f enrolled members here, or of the Spilyay Tymoo. Council’s decision not to back the below- mentioned demonstration has nothing to do with abrogating or ignoring treaty rights. Also, since the original letter was very long and rambling, we were unable to print it in its entirety. Although portions have been deleted, the main intent of the letter remains intact.) Say Springers, As one o f a few concerned members from W arm Springs, we wish to bring to your attention an event concerning us all. To our understanding, a few o f our river Indians are facing a loss o f fis h in g steelhead commercially. As a m ajor source o f food and income fo r most, it is possible they are having th e ir treaty rights threatened. A demonstration has been planned. This doesn't mean raise up bows and arrows. A peaceful march w ill suffice. Maybe we (they?) w ill lose those rights (treaty rights). Are o th e r rig h ts being taken gradually? Let's not get all hostile and jeopardize the treaties altogether. A lthough this Could get political, our intentions are to support our people. Some consider this a step toward termination. So where exactly are o u r tre a ty rights? It probably isn't possible to beat the system from w ith in the system. But we wish to reunite w ith the Celilos, Yakimas, Umatillas and Nez Perce. Let us consider what our forefathers might have decided. A fte r reading the. treaty, I wondered^ In conclusion, those o f you who wish to participate, be aware o f what you’re getting involved in. We wish to find where we stand on treaty rights. Shall we let them practice the good word, and .yet whittle away at our rights? Let’s consider these points: In a world o f greed, we must seek other solutions. For our people to unite, we may fin d these answers. Let s not agree and accept too much and give away a lot! In the past, it has happened. Have you really-'read the treaty lately? T hey’ve got points to consider, but so do we. We don’t have a ll the answers. So let’s get together and fin d some.
