Salem, Oreeon, Thursday, March 21, 1957 Page 3 Section 2 TH5 CAPITAL JOURNAL' Congressmen Scorn Budget Control Plan WASHINGTON U) A House appropriat ions subcommittee Thursday rejected as "impracti cable and unworkable" an admin istration proposal to improve con gressional control of the budget. The plan was advanced first by Secretary of the Treasury Humph rey in 1935. One of its major pro posals was that Congress withhold final action on all appropriation bills annually until sometime in June of each year. At that time a final tabulation would be made showing the effect on the budget of all appropriation and revenue bills tentatively ap proved up to that time. Congress then would enact an "amenda tory'' appropriation bill altering amounts previously voted in indi vidual bills so spending wouldn't exceed income. The subcommittee that turned down the proposal was headed by Reo. Mahon (DTexl. It conduct ed brief hearings in 1955 but did not submit its report to the full committee until Thursday. The subcommittee said it agreed that the annual appropria tion bills do not give Congress "full opportunity for effective ex ercise of its will on the hronfl di mensions of government spend ing," hut added that alternative proposals have disadvantages and offer no improvement. Snell Heads Motor Assn. PORTLAND tl Charles K. Snell of Portland was elected pres ident of the Oregon State Motor Assn. Wednesday. William Walsh, Coos Ray, was continued as vice president and Ray Conway, Portland, was re elected secretary-manager. The association urged passage of a bill which would provide an additional $1 on driver license fees to finance courses in driver edu cation in all high schools. It also approved making jail sentences mandatory for persons driving while their licenses were under suspension. Portland Bus Fares Go Up PORTLAND Ml A threatened stoppage of Portland's mass trans portation system was averted Wednesday. A lare increase, ap proved by the City Council, did it. A few weeks ago Rose City Traction Co. issued an ultimatum saying it would slop its bus oper ations if it were not given a rate boost. The council then said no, but Wednesday the increase was approved. The new schedule, which goes Into effect Sunday, sets a flat 20 cents for a single fare, eliminat ing the tokens that now sell three for 50 cents. The weekly pass will go up 25 cents to $.1, but school children will still be able to ride fit the present rate of 10 cents, R. L. Clark, company president Indicated the firm Is ready now to negotiate a 20-year franchise, but he said any fare provision in a long-term franchise would have to be "flexible. Forest Personnel Shifts Announced PORTLAND W-Jrihn B. Smith, assistant to the Willamette Na tional Forest supervisor, has been promoted to the regional fire con trol office and Oscar M. Hahn. Willamette Forest engineer, is be ing returned to the regional head quarters. J. Herbert Stone, regional for ester, announced these changes Thursday. He said Smith previous ly was wilh the Umpn.ua. Fremont and Wallowa forests. Hahn had been a bridge engineer in the re gional office before his Willamette Forest assignment. Granger Urges More Farmers Enter Politics i PENDLETON Wl The farmer is a member of a constantly shrinking minority in American life and needs to act to protect his interesls. Roy Battles; Washington, D. C. assistant to the national Grange masler, told a dinner meeting of the Pacific Northwest Farm Coun cil Wednesday night that farm de cisions are being made increas ingly by non-farm people and that in many areas farm taxes are be ing determined by non-farmers. The farm population in 1040 was 2.1 per cent of the national popu lation, he said, but in 1956 was only 13 per cent. By 1975, Battles predicted, farmers will make up less than 6 per cent ol Inc total population. Ifc urged that farmers get into politics and work with legislative committees to protect their inter ests. He cautioned them to watch reapportionment of legislators which threaten to weaken his rep resentation. And on the positive side, he said development of a "food philoso phy" an awareness of the value of thinking about food's contribu tion to the individual's well-being is needed. DFC Awarded Posthumously To X2's Pilot EDWARDS AFB, Calif. (UP) The Air Force has awarded Ihc distinguished flying cross posthu mously to Capt. Milhurn G. Apl, 12, test pilot killed in the crash of Ihc Bell X2 rocket plane here last Sept. 27. The medal ciled Apt for pilot ing the experimental plane to a speed "well beyond that ever at tained by man" in spile of "ex treme hazards and unknown air craft characteristics." Apt unoffi cially was reported to have ex ceeded 2,000 miles an hour on the fata! flight. Apl's widow, Faye, was present ed the award at a formal cere mony hero Wednesday, Mrs. Apl and her two children moved to Phoenix alter Apt was killed on the experimental light.
