Reports of suffering among the sick and wounded soldiers had aroused Britain's secretary of war, Sidney Herbert. He sent the nurse Florence Nightingale on a his toric mission of mercy. lj the utter contusion of battlc field casualty stations, the 34-year-old nurse foucht through snarls of military red tape to organize ef fective care for the sick and ""maimed. The death rate in her hospitals dropped from 42 per cent to 2 per cent. Among her staff of nurses were five nuns from Our Lady of Mercy Convent in Bermondsey, the first Roman Catholic convent estab lished in England after the refor mation. Bernard Cardinal Griffin, archbishop of Westminster, Brit ain's leading Catholic churchman, has scheduled a high mass in their memory. After the Crimean War, Miss Nightingale relumed to England and turned her battle-tested talents to reform of civilian hospital care. In 1IK17, when she was 87, she was awarded the Order of Merit, one of Britain's highest honors. Three years later the nurse whose name became a legend in her life time died in her London home. WASHINGTON m -The Census Bureau said Thursday spending by state and local governments rose about 7 per cent to a record dollars in fiscal years 1953. somewhat less than billion dollars spent by the federal government in fis cal 1953. It indicated total spend ing by federal, state and local governments in that fear of ap proximately 107 V. billion dollars. The Census Bureau said the in crease in spending during fiscal 1953 was about the .same for state and for local mostly municipal governments. State and local outlays for .high ways and for education each in creased about a billion dollars, but spending for sanitation serv ices, public housing, natural re sources, general relief payments, state unemployment benefits and state veterans' bonuses all de clined. The Census Bureau said state and local governments during i their fiscal 1953 years collected taxes and other revenues amount ing to nearly 39 Vi billion dollars. Also, they received federal aid amounting to just under 3 billion dollars, nearly all of it to the states. Thus, total revenue to slate and local governments including federal aid, came to approximate ly 33 A billion dollars, slightly more than their total spending. The federal government ran a deficit of nearly 9V4 billion dol lars in the same year. The lease on the villa expires at the end of this month and with it the honeymoon ends. Miss Hep burn will go to her native Hol land to raise funds for war vet erans. Her husband will accom pany her if he can finish his movie in time. On the return trip they spent a week in Jerome, Idaho, with Mrs. Rogers' parents, Mr. and Mrs. Clarence P. Smith, and attended the golden wedding anniversary of the Smiths.
