18 Capital Journal, Salem, Ore., Thursday, Aug. 21, 1952 PARTIES SET FOR EMERGENCY What Happens If a Candidate Dies Before November Election? By JAMES MARLOW Washington W A grim thought but practical: What hap pen! if one of the presidential or vice-preaidential candidates dies before election day next No vember? Chance for an accident may be greater thia year. The candl datei are going to campaign by plane ai well ai train. A fatal accident to one of them - would leave nil party without a nominee unless a successor could be picked before election day. Democrats and republicans have been thinking of this for years, and doing something about It. Before each campaign they make arrangements to protect , themselves, just in case. The two parties' plans for such n event are similar dui noi Identical. THE DEMOCRATS While the delegates to the Democratic National Convention every four years name the par ty's two candidates. Just before closing they take out insurance by voting to continue a rule adopted long ago. The rule says that if either of the candidates dies before elec tion day the Democratic Na tional Committee will pick some one in his place. This committee 106 men and women from the states and territories runs the party between conventions. THE REPUBLICANS The republican convention del egates, after making their pres idential and vice-presidential 1. The Republican National Committee can do it. It has 138 men and women members from the states and territories. 2. Or, this committee can call another national convention, if it wants to and If there is time to do so before election day. The committee members, most all of them, would probably want instructions from their states or territories on how to vote. This might cause a bit of a mess. Neither party has made pro vision for instruction of com mittee members by their state organizations. They'd have to work this out by themselves. In 1912 James Sherman, vice presidential candidate on the republican ticket headed by President Taft, died on Saturday before election day. The repub licans had no time to reploce him. It didn't matter much. They lost. In 1860 the democratic party split in two; one faction called itself the Independent Demo crats the other the Democrats. The former nominated Stephen A. Douglas for president and Benjamin Fitzpatrick for vice president Fitzpatrick declined the nomi nation. The Independents' Na tional Committee then named Herschel V. Johnson as vice presidential candidate. That was the year the other half of the party,-calling itself Just the Democrats, picked J. C.
