S. public health ser vice, told 600 doctors attending the Rocky mountain medical conference. The health chief, who would Ilk to see syphilis added to the list of communicable diseases subject to compulsory treatment, estimated at least half of the syphilitica of the country including 500.000 new ones a year cannot afford to pay tor treatment even at the minimum pre vailing ratea in private practice. "The same yardstick used in de termining eligibility for public relief food and shelter Is not adequate to measure the inability of a syphi litic patient to pay for treatment," Dr. Parran said. "Yet all over the land there are clinics which will admit only those patients who are already on the re lief rolls. "State laboratories In a dozen states will not examine a blood spe cimen unless the doctor sending it certifies that the patient la Indi gent." The surgeon general told the doc tors there is only "slight founda tion" for fears the clinical treatment of syphilis would intrude on private practice. "No patient who can pay a physi cian is willing to subject himself to the inconvenience of a crowded pub lic clinic. This is true even of a good clinic. Very few of our clinics as yet are good clinics." he said. He added that some cities of con siderable size have no public or elee mosynary provision for treating in digent cases of syphilis. Dr. Parran cited the recommenda tion of the national conference on venereal disease control that puollc clinics be maintained that can care for these three types of patients: 1. Any patient for diagnosis and emergency treatment if Infectious. 3. Any patient referred by a pri vate physician either for treatment or for examination, consultation and return to private care. 3.
