For the published statement thai Herbert Fleiahhacker, principal owner of the Portland Telegram, campaign mouthpiece of the Inde pendent candidate. Is Tl tally Inter ested, as a holder of large blocks of bonds of Oregon Irrigation dis tricts. In enactment of the grange power district amendment the Capi tal Journal has been charged by the Telegram with wilful and mali cious lying to mislead its readers. Under the provisions of the power district act any Irrigation district in the rtate might be Incorporated Into a power district by the simple expedient of arranging for the power district to take up the out' andlng obligations of tne imga- tion district at oar. The history of lust one Oregon irrigation district serves to Illus trate pot only the possibilities for wining out some of the irrigation district losses through operation of the power district scheme but casts some light why Mr, Flelshhacker, his newspaper and lta candidate for governor may be so Interested in having the power bill approved. The third article of thla series, of which this Is the second, will dis cuss the history of some of Ore gon's bankrupt Irrigation projects, the Interest of Julius Meier's chief backer In them and the promises of recuperated losses which the power district bill holds out to hold ers of Irrigation bonds. "The boys seem to gang up, three or four In a gang, and generally In the earlier part of the evening start out to find what they can lay their hands on. "While we are having an extra large amount of trouble with boys this fall, the trouoie wnn gins seems to have dwindled aown ana we are having less than usual. "I can't say exactly what causes this sudden boy gang wave this fall. But one thing, I should say, was that rjarcnts do not watch their boys closely enough to see what they are doing. They say tney are going out to visit at some otner nome ana ao not oo but srjend their time on the streets. Also there are a number of Instances where parents nave thought their boys In school when It developed they were not auena ing at all. "I also want to say that merch ants who cash checks for boys with out knowing exactly what they are doing, are apt to be encouraging them in getting hold of money In a way they shouldn't. Junk dealers also should either desist or be forced to desist from buying articles from young boys. If the boys find they can dispose of their loot to a Junk dealer It encourages them to gang up and engage In petty larceny. "A great many of the boys brought In are good boys at heart They simply get out with a gang and Join In with Its depredations." I Modification proposals may be en tertained, but repeal suggestions will not be mentioned, according to these sources. The commission has been working on the assumption Its chief duty was to find out what Is wrong If anything, with the law as well. as enforcement. The matter of prohibition has been thoro.uhgly threshed out among the commissioners and has caused at least one member to offer his resignation Federal Judge Wil liam 8. To the owners, bondholders and other creditors of defunct Irrigation districts and small private power and water systems Just now desper ately fighting to stave off bankrupt cy, the prospects of transiorming certain losses Into alluring profits through the organizations of power districts cannot be other than at tractive. The combined possibilities of the power district proposal account In a measure, perhaps, for the galaxy of professional plitlclans, public own ership experts and engineers and attorneys, contract manipulators and legislative lobbyists who have rallied to the standard of the Inde pendent candidate and are chanting the praises of the power bill As Oregon's experience with lni tratlon and other special improve ment project has demonstrated, the organization of "districts" pro vide! oos for political pursuaders, Juicy fees for legal experts, richly remunerative employment for de signing engineers, wide margins for bond underwriters, profitable con tracts for contractor and. with the projects completed, comfortable ex- an entirely new water system. The council wasn't In a mood to act on the report and it too was deferred to the date of the adjourned meet ing. Mayor LIvesley s veto of the First Evangelical church building ordin ance, on grounds that It violated the zoning ordinance and that the bill had been passed without a recom mendation from the son Ing com mission, was sustained by the council. The zoning act provides that bidldlnga In a district such as that where the church site located, Marion and Summer streets. shall be 10 feet from the adjacent property line. As the bill was ed It permitted only a tour-foot distance. It was ordered that Insurance covering the municipal airport reduced from $10,000 to 5000, the policies to be distributed among local Insurance agencies. The council approved the construction of a machinery shed at the airport to cost about $229. Two warrant, one for $3000 and one for $3000, were ordered drawn In favor of Baar St Cunningham for their Inventory and appraise ment of the water system. Btnce these cannot be pail until the le gality of the water bond issue established by the pending suit of W. H. Henderson against the city the warrants will draw Interest until paid. Berlin W The official Prussian government press bureau announced Tuesday night that approximately 100 men perished In the disaster which occurred Tuesday in the An na coal mine at Alsdorf. Bodies recovered numbered 35 at the time the statement was issued. At that hour there were approxi mately 60 dead underground and 76 Injured In a hospital. The deaths of four of these Tues day afternoon brought the total to 100. The victims were burled in the wreckage spread by the blast through two levels 1200 and 1500 feet below the surface. Among the victims were two office workers kill ed when buildings above ground collapsed. The Prussian trade ministry dis pelled earlier reports of more serious losses with the explanation that hen the workers who escaped fled from the mine they dashed straight for their homes In their bewilder ment without punching the time clock. The management stated that res cue progress would be alow because the main entrance to the mine had been made Impassable by the ex plosion and that the victims must be carried to shafts of the Maria mine, several miles away by an un derground route. The men still entombed were m the lowest seam of the mine pit and there was danger or water en tering. The work of getting to the men was proceeding slowly because debris and gas. Many miners were believed buried among the debris and it was feared they were dead. The total casualties were still only a matter of estimate. The of ficial figures were lower than the estimate of the Alsdorf police, but doctor at the scene said tney would mount. Many of the injured were suffering from burns and gas poisoning. Authorities were try Ing to obtain an Idea ot the number of men who escaped by sending out radio appeal for men who were working Tuesday morning to report. Heart rending scenes occurred at the pit bead, where the weeping of women relatives mingled with cries from the Injured. Thousands of people and hundreds of auto mobiles arrived at the scene. Fort unately, medical aid and hospltAj accommodations were plentiful. UPHOLD JUDGMENT FOR MALPRACTICE Excepting one defendant, the su preme court Tuesday affirmed a Jury verdict In Judge J. U.
