Pershing, head of the Ta-cona-Arica plebiscitary commission eatd today that despite grave dif ferences in the attitudes and opinions- of the Chlelar and Peruvian representatives, hope woe still en tertained that discussion would lead to a solution of the controv ersy and. enabto a continuance of the plebiscite commission's labors. Although such official optimism wuh considered encouraging obfterv era asserted that they could not forsee the end of the threatened deadlock which since last Satur day has arrested the work of the commission. One of tho highest of the Chil ean plebiscitary officials said he could see no solution, and he au thorized a statement that the out look was hopelcAfi unless the Amer icans granted the demands In Au gustln E wards' note notifying the plebiscite commission would be notified of tho withdrawal of the Chilean delegation. This state ment, it is thought, must be inter preted In the light of the probable contents of General Pershing's re sponse to Senator Edwards note, but It seems undoubted that the Chileans Intend to stand firm up on their demands for the Immedi ate promulgation of election laws, the commencement of registration and the holding of the plebiscite by February 1. The withdrawal of the Peruvian delegation is thought to be Impend ins owing to the report by Colonel Marchand, commander of the carl- btners, In which the Peruvian boun dary delegation is accused of insti gating of the murder of a caii- blner. Tho navy's long Investigation of the Shenandoah disaster came to provisional end yesterday the pro viso being based on the possible summoning of Colonel William Mitchell, who previously had de clined to testify the naval court of inquiry. Jones, it was announced by Judge Advocate Leonard that should he find upon examination of Colonel Mitchell's testimony before the army court martini any .matters germane to the Shenandoah inquiry he would seek a process to bring the colonel before the naval tribunal. ; Sharp denial was made today by James H. Collier, aviation chief rigger, that he had told Mujor Frank M. Kennedy of the army air service that four connecting tubes between gas sells on the airship had been tied off just before the accident.
