Pershing, head of the Ta-cona-Arica plebiscitary commission eatd today that despite grave dif ferences in the attitudes and opinions- of the Chlelar and Peruvian representatives, hope woe still en tertained that discussion would lead to a solution of the controv ersy and. enabto a continuance of the plebiscite commission's labors. Although such official optimism wuh considered encouraging obfterv era asserted that they could not forsee the end of the threatened deadlock which since last Satur day has arrested the work of the commission. One of tho highest of the Chil ean plebiscitary officials said he could see no solution, and he au thorized a statement that the out look was hopelcAfi unless the Amer icans granted the demands In Au gustln E wards' note notifying the plebiscite commission would be notified of tho withdrawal of the Chilean delegation.
