A delegation of prop erty ownors appeared before the council from the southeast portion ot town seeking improvement of 800 feet on Birch street and 700 feet on Howe street with a gravel ed roadway. This project was left to the street committee with pow er to act. Improvements on South Main street were discussed and it wots decided to follow Engineer Sea man's suggestion and re-deck the bridge across the mill pond, at the same time the railroad com pany relays ltd reolhridgi;, using1 the same planking and building a railing to divide the footbridge from the roadway. The receivership is the climax of the weeks and months of uucer tainty marked hy steady and heavy declines ot the market quo tations of the road's securities as to the refinancing of the $48,000, 000 ot 4 per cent bunds due uext June. He was "riding the blinds" on. the train and is believed to have attempted to get off as the train pulled Into Salem. Another transient, G rover S. Jernlgan, was with Martin and is being held in the city jail at the request of Southern Pacific off! cials who wish to question him. It Is understood there Is no suspic ion of foul play against Jernlgan. According to a statement signed by Jernigan, he and Martin board ed the train at Oregon City. They were riding the blind back of the water tender. As the train came into the yards In Salem Jernlgan got off and apparently Martin at tempted to get off when he fell un der the wheels. Jernigan says he waa walking along the track look ing for his companion when he heard him moan and found him mangled beside he rails. Coroner Rindon has as yet been unable to get much Information about the dead man.
