THREE COLLEGES DEBATE TONIGHT A triangular women's debate will' he held tonight between Wil lamette university, the University of Oregon and O. A. C. Negative teams will travel. The Willamette negative team, compascd of Elaine Clower and Elizabeth Fairchild, go to Eugene to meet tho Oregon affirmative team there. The Oregon negative team goes to CorvalJis, and the O. A. C. negative team will meet the Willamette affirmative team, com posed of Caroline Tallman and Hazel Newhouse, at Salem. Tho question to be debated is, "Resolved: that the present immi gration law should be amended to admit Japanese Immigrants on the same basis aa Europeans." The contest will begin at Waller hall immediately after the basketball game with the College of Puset so-ind, which is scheduled to start at 7:30, and will probably take about an hour's time. Tho Willamette women debaters have two more contests scheduled for the season, a triangular meet with Albany and Unfleld colleges and a dual debate with the College of l'uget Sountd. Those who par ticipate in tonight's contest will probably represent tho school in ihe other two tlebntrs. SEVERANCE TAX The minority report of the com mittee on assessment and taxation ot the house was substituted for the negative majority report after extended argument yesterday aft ernoon on house bill 441. The measure would provide for levying a tax on timber products original ing from timber exempt from tax ation at present. The measure is designed particularly to levy taxed against the Pacific Spruce corpor ation in Lincoln county on timber land and stand being; bought un der contract from the federal gov ernment. The bill has passed to the calendar. Attempt was made by Repre wentative Swan to have his minor ity report on the tax supervision bill substituted for the majority report favoring t.: measure. The move failed and the measure, house bill 455, introduced by Rep fr:wcntative Howard, was placed on the calendar lor action. The vote stood 32 to 27 against the MI) after a single handed fight by Representative Mott, who intro duced the measure, to have passed. Mott emphasized the value cf the timber payroll to the state. Parliament will be asked to sanction an expenditure of 21,319,300 pounds sterling for the air force during the financial year 1925-26, Sir Samuel lloare, air secretary, has announced. This In an increase of 1.239.300 pounds sterling over last year's es timate. While the service itself only asks 15,213,000 pounds sterling, the secretary explained, the col oniat office askea 3,116,700 pounds for air use in Palestine, Trans-Jordan ia, and Irak, the admiralty wants 1,320.000 for the fleet arm, and ordinary appropriations bring ing -the total to the gross estimate given. The secretary plans an Increase In the enlisted personnel from 35,000 to 30,000 and the addition of seven more completely equipped home defense squadrons, making a total of 25.
