A bill providing for a conven tion sy3iem of nominating candi dates and making such persons so selected responsible to the party nominating them was Introduced in ths house by the Jackson coun ty delegation this afternoon. The bill would not conflict with the present primary election laws but would supplement them, according to Cowgill, Juckson county. Pre cinct committeemen would hold county conventions on the first Tuesday of February starting In 1926. These county conventions would elect 25 per cent of their number as htate convention dele gates. This system is diametrically opposite to the Mills convention bill Introduced yesterday In that it would provide for a pre-conven-tion system instead ot a post primary scheme. It would not keep independents from being noin Inulcil under the existing system of Oregon primaries. HOUSE BILLS H. B. 88, Ilailey Providing for licensing and reeuluting ot priatc dotuctivea. 11.
