A. rooms last night, at which representatives of several Hi-Y clubs in Marion county were present. Salem was chosen as the location of the older boys' conference, which Is to be held early In March. An effort will be made to secure Frank Moran, of Rolling Bay, Washing ton, as the principal speaker al the conference. Mr. Moran was speaker at a former convention All those who heard him before agreed last night to write to him urging him to come to Salem. Two persons aro required for this act. They both eat One then leaves, referring the cashier to the one yet at the table for bis check. "I'm going after cigars,' is a good line for this exit, claim the police. The second person In the team then usually saunters past the cashier with a nonchalant air. only to be called back and asked for pay for both checks. Police have a description of the two men who used this plan this morning. SAME COMMISSION CALLS MEETING OFF Eugene, Or., Jan. 16. Because of the uncertainty ot the status iif the Oregon fish and game com missions as a result of recom mendations made by Governor Walter M. Pierce in his address tJ the state legislature, the meeting of the Oregon Sportsmen's associi tlon, set fur Saturday, January 19 has been called off, according to the Announcement here today of Earl Simmons, president ot the association. PRESIDENT HOLDS JAIL SENTENCES EXCESSIVE Washington. Jan. 16. Legisla tion to make jail sentences manda tory for prohibition law offenders is held by President Coolidge to involve excess punishment. Washington, Jan. 16. Retire ment of Roy A. Haynes of Ohio as prohibition commissioner at early date was Indicated today at the White House. We should never remember the tnef its we have conferred, nor forget the favors we have re ceived. The duck season which closed vcaterdav was on of the best ever seen in the vicinity of Salem, ac cording to the testimony of local sportsmen. Good shooting began earlier than usual, because of the arly rains; the ducks wre num erous ana in better condition man usual. Few ducks were shot on the riv er, the birds for the moat part go ing Inland because of the better feeding conditions there. Many sportsmen have constructed artifi cial ponds, scooping out some low marshy place or damming up some creek. Feed is scattered in the ponds, and live decoys used to draw the ducks. A total of 60 ducks was reported shot on one small pond during the season. "Ten years ago thoy uaei to think thay couldn't get any ducks around here," on 8alem sports man said this morning, -but we get all kir.ds of them now." A largo nutn ber of uuck clubs nave neeu lorm- cd, which keep the ponds and lakes In an inviting condition for the game. The cold snap which occurred in December stopped practicnlly all duck hunting. What few birds did not go west to the coast or south to a warmer atmosphere, stayed on the river, where they could bo hunted only with boatp, and then with difficulty. However few duck hunters are reported to have made a success of this method. Geese, as usual, were scarce, the large "Canadian honker" being practically unobtainable. TATE OFFICE BUILDING BILL Representative Kllharo will In troduce a bill providing fur the construction of a new state build ing for office space, to be locat ed on the vacant plot of ground immediately north of the supreme court building. The bill, It is un deretood, will follow the plan outlined in a recommendation of Secretary of State Kozer as cus todian of capitol buildings and grounds. This calls for the pro vision of the money by an annual tax for a period of three or four years, the amount raised each year to be one third or one fourth of the whole amount as the case may he, and work not to start on the building until the entire amount is raised. It is es timated that the cost would be $400,000 or J500.000. Representative Kllham made a careful inspection of the state buildings this week and declare that the present system of renting quarters and squeezing omres into the hall of representatives Is both expensive and wasteful.
