held at the Y. M. C. A. rooms last

boys' conference, which Is to be
held early In March. An effort
will be made to secure Frank
Moran, of Rolling Bay, Washing
ton, as the principal speaker al

The duck season which closed
vcaterdav was on of the best ever
seen in the vicinity of Salem, ac
cording to the testimony of local
sportsmen. Good shooting began
earlier than usual, because of the
arly rains; the ducks wre num
erous ana in better condition man
usual.
Few ducks were shot on the riv
er, the birds for the moat part go
ing Inland because of the better
feeding conditions there. Many
sportsmen have constructed artifi
cial ponds, scooping out some low
marshy place or damming up some
creek. Feed is scattered in the
ponds, and live decoys used to draw
the ducks. A total of 60 ducks
was reported shot on one small
pond during the season.
"Ten years ago thoy uaei to
think thay couldn't get any ducks
around here," on 8alem sports

get all kir.ds of them now."

clare that as a rule the shooting
usually does not get good until

to be a favorite locality fur duck

lakes In an inviting condition for
the game.
The cold snap which occurred
in December stopped practicnlly
all duck hunting. What few birds
did not go west to the coast or
south to a warmer atmosphere,
stayed on the river, where they
could bo hunted only with boatp,
and then with difficulty. However
few duck hunters are reported
to have made a success of this
method.
Geese, as usual, were scarce, the
large "Canadian honker" being
practically unobtainable. A few
f the smaller kinds were brought
in before the season closed.

Representative Kllharo will In
troduce a bill providing fur the
construction of a new state build
ing for office space, to be locat
ed on the vacant plot of ground
immediately north of the supreme
court building. The bill, It is un
deretood, will follow the plan
outlined in a recommendation of
Secretary of State Kozer as cus
todian of capitol buildings and
grounds. This calls for the pro
vision of the money by an annual
tax for a period of three or four
years, the amount raised each
year to be one third or one
fourth of the whole amount as
the case may he, and work not to
start on the building until the
entire amount is raised. It is es
timated that the cost would be
$400,000 or J500.000.
Representative Kllham made a
careful inspection of the state
buildings this week and declare
that the present system of renting
quarters and squeezing omres
into the hall of representatives Is
both expensive and wasteful.
