A total of 134 stills were eized and 43 automobiles were lonfiscated. The total cost of pro hibition cases was $49,834.16 and K narcotic cases $6445.25. The amount collected In flnos from tbe counties in 1925 wae $174,415-78 and In 1924, $203. 176.30. The report sti.tes that in tho summer of 1923 the governor re quested the prohibition commis sioner to use his men as special tsents. Relative to this the re port says: "The Oregon Blue Book shows lhe appropriation of $10,000 lor Ihis work in 1921-2, and the act sal expenditure ot $13,242.30 ii ore than the appropriation, or a total expense for the two yeara ? receding the present adrainisi.ni lon ot $23,242.30 for state agents. The meas ure has been drafted in tentative form. A committee from Albany ie expected here late today to con for relative to the bill with J. M. Dcvcra, who Is drafting tiie meas ure. Under the proposed bill "muni cipalities may bo created under the provisions ot this act, of an entire- county, or of two or more contiguous cJunties, or of contigu ous par's of two or more contigu ous counties, or of a part only of a single county, or of one or more municipalities of one or more con tiguous counties." It Is provided that whenever the Inhabitants of such a district as deAcrlbeJ above decide to create and incorporate a municipality for water and power development there sha.l be filed with the sec retary of state a petition contain ing the names of not less than 2 per cent of the registered voters within the territory where the voters within the territory where the municipality Is propose 1 to be formed. The secretary of state shall check the names with the county clerks if necessary, for genuineness. The secretary of state shall file with the governor a certificate setting forth the purpose of the pe tition, and the governor shall by proclamation call an election with in tho district within Bxty days. The expense of the election with in any county affected would be paid by the county In the same way that the expenses of general elections are paid. Monday in January following the biennial election next follow ing the appointment, provided that If the proclamation shall be filed within 60 days to any regular bien nial election then the trustees shall servii until the first Monday In January following the second blen rial election after the date of the proclamation. At each biennial election after the dato of the proc lamation seven trustees would be elected. Nominations of trustees for districts of only one county would be made In the same way as nominations of county officers, while nominations in municipali ties covering more than one coun ty would be made In the same way. that legislative candidates are nom Inated. Within 30 dVys after appoint ment bv the governor the board of trustees would meet for organ ization. Trustees would receive no pay. In event of a vacancy on the board a successor would be chosen by the remaining members, the member so chosen to servo until tho next general election and until his successor shall have been elect ed and qualified. Trustees would be subject to the recall law. Municipalities created under the act would have, among other pow ers, the privilege of exercising the right of eminent domain, pursuant to the procedure used by the state highway, commission. It is provided that the trustees woud have power to issue and sell bonds of the municipality for the purpore of procuring funds to car ry out the purposes of the act. The board of trustees would "es tablish such rates for service as in its judgment will pro vile, in addi tion to the expenses of operation, maintenance, depreciation, insur ance and reserve for losses, funds to pay th? principal and interest of all bonds issued.'' The delegation was unamtneus in voting to iutroduce the bill and resolution as a delegation proposi tion. Representatives Bennett aud Ccrmau held that the sum of $1,- 000,000 wax too large. Bennett suggested tbe sum of $750,000. The resolution would permit school district No, 1 of Multnomah county to add $1,000,000 to the regular Income under the 6 per cent increase law and set the to tal thereof as a basis for future levies with the 6 per cent pro visions applying. Kepresentati-e Woodward ex plained that the district was short about $1,000,000 a year under the present limitations and that the increased income was needed to take care ot present normal and legitimate increasing expenses. If the resolution passes at this session ,it will have to be referred to the people as It would const! tute an amendment to the stnte constitution. Craiu Another of the bills designed to shear Governor JMcrce of the Prero gatlves of his office made its ap pearance In the house yesterday afternoon, when Representative North presented his third bill to have as its object the restriction of the chief executive's control of state departments. The bill seeks to amend Section 13 of Chapter 201. which names the personnel of the state bonus commission. As the law now stands the gov ernor, the secretary ot state, adju tant general and two commission ers appointed by the governor com prise the commission, and the amendment would take from the hands of the governor the privil ege of appointing two commission ers, remove the adjutant general from membership, and substitute a board composed of the governor, the secretary of state and the state treasurer. While the bill is thinly disguised an attempt to centralized con trol of all departments disbursing and loaning public funds by plac ing upon It the state treasurer, thoso closely in touch with the history of the bonus commission and Its Internal affairs during the past two years see In it the first of the biennial crop of spite billi that make their appearance at the instigation of disgruntled officials every session.
