St. rice of LeJournal, le re tiring because he intends to run lor president. Hamburg, Germany, Jan. 12. Commenting on his resignation. the Hamburger Nachrichten ex presses belief that Charles b. Hughes Intends to run for presi dent. The paper terms him "a sensible and moderate politician." Referring to Mr. Hughes' New Haven reparation speech, which forcicd the basis of Chancellor Cuno's economic program, the ta per observes.: "In it, for the firet time, a statesman among Germany's for mer enemies showed a desire for conciliation and pointed out pos sibilities for a solution, whic'i, while not acceptable in all details to Cermnny, were certainly hope fill." tfill Designed to Put Teeth In Blue Sky Law Prepared WIKHAR PURCHASES CAPITAL CITY LAUNDRY Announcement was made this morning that T. A. and II. H. Wlndlshar formerl doing business In McMInnvllle, have bought the Capital City Laundry, of Salem. The Wlndisher brothers will re tain their laundry plant In Mc MInnvllle, It is announced, R. II. Wlndlshar taking full charge, while T. A. Wlndlshar takes charge of the Salem plant. The nnme of the laundry here was formerly the Capital City Steam Laundry. The equipment of the local plant is in every respect the last word In mechanical perfection. Mr. Wlndlshar has announced that Charles Zehner, for many years a resident of Salem and superintendent of the plant, will retain his position with the com pany. Officials have announced that visitors will be welcomed at the plant at any time, and shown the entire process through which the laundry goes. The building Is located at 120b Broadway street. Designed to put teeth In the Oregon blue sky act and meet alt objections that have been made to the law by the people, an amend ment to the act has been prepared by W. E. Crews, state corporation commission, and George A. Cod ding, his deputy. Among the first of the pro visions of the amendment is an added requirement of applicants for authortly f deal In securities that they furnish the corporation commissioner with a statement, verified by the executive officers and three directors of tbe appli cant, showing the applicant to be solvent and having tangible assets equal to at least 60 per cent of the pa rvalue of the securities for the sale of which application Is made. Also the commissioner would, un der the amendment, be authorized to demand any other information desired. Another provision Is that the commissioner shall deny the appli cation if he hdieves the securities are deceptive or fraudulent, that the articles of Incorporation are unjust or illegal, that the appli cant or issuer is insolvent or In danger of insolvency, that the ad vertising is misleading that tbe securities are In excess of the rea sonable vilue of assets or proper ty for which they are offered in payment, that the proposed enter prise is unlawful or against pub lic policy, or that the proposed sale of securities is a mere scheme to dispose of worthless securities. One of the provisions of the pro posed amendment le a provision that any person applying for a broker's permit shall, at the time of filing the application, deliver to the corporation commissioner a bond for $50,000, payable to the state, to be executed by tho ap plicant and a surety company and approved by the corporation com missioner. The purpose would be to make tbe applicant liable to all persons who might loso through dealings with the applicant or bis agente. Every order, decision or otter official act of the commissioner would be subject to review, and any person aggrieved by act of the commissioner would nave the privilege of appea to the circuit court. Further appeal to the su preme court would also be allowed either party. Dealers and brokers would be made liable to purchasers of se curities for any acts of their reg istered agents. Much more severe punlshement is provided for any fraud perpe trated, and this is made to apply to brokers and agents as well as to dealers, In fact throughout the act brokers are placed under prac tically the same requirements as are dealers. Instead of (1000, the maximum fine under the present act, the maximum Is made 15000, and prison sentence Is made f:ve years instead of one year, and the . enitentiary is made the place of imprisonment Instead of tbe coun ty jail.
