MARSTEKB st Miflonlc Temole Rhlem e FRIENDS OF J INCOME TAX PERSISTENT (Continued from Page One) those who would reenact the levy. Operating upon the theory that the manner in which tho va rious counties voted will serve as mandate from their constituents to guide the legislators, there le etUl serious cause to doubt that the legislature can be coaxed or driven into passing any legisla tion along this line. Eighteen of the 36 counties voted for reten tion of the tax, seventeen for the repeal and one. Grant county. split even on the proposition. But the legislative representa tion of the IS counties does not carry with it sufficient strength to command a majority In either of the houses, chiefly because some ot the counties are repre sented only through joint dis tricts in which the mandates of the other counties nullify those of the tax favoring rnuntiee. Streneth Miscalculated Figuring on the mandate ba- sia. which might and might not be eer loudly regarded by the eo lono themselves, the friends of the tax have a possible total of 15 votes in the senate, or one lee than a majority. The lineup. If running true to the mandate uup potiltinn, would reveal a senile vote by counties ae follows: Baker 1, Clackamas 1, Jane 2, Linn 1, Marion 2, Umatilla 1, Washington 1 and Yamhill 1. Dhooe 1HL the three first mentioned oouu-i ties voted in favor of the Uz which Might be considered as a mandate to the senator from that district evea though Tillamook did vote to repeal the levy. Like wise both counties in he district comprising; Benton and Pila turned down the repeal proposal. thus adding another favorable euaLa vote. The same situation applios to the joint senate dis tricts comprising Hood River and Wasco counties and Union and VVallawa counties, each of which have one vote in the upper house. Because Crook and Jefferson counties, both favorable, are em braced In a joint senate district with Deschutes, Klamath and Lake, their favorable mandate would be nullified by the adverse returns from the last three coun ties. House Strentrth Short Thus, a doubtful 15 votes would be the best that the in come tax advocates could count upon under their own mandate theory in the senate, and the sit uation tn the house would be even core (lieco u raging. Thirty one votes constitute a majority In the lower house, and the mandate theory can only rustle 27, as fol lows, there: Baker 1. Benton 1, Clackamas 3. Hood River 1, Lane 3, Lincoln and Polk 1, Linn 2, Marlon 4, Polk 1, Umatilla 2, Union 1, Union and Wallowa 1, Wasco 1, Washington 3, Yamhill 2. Should the joint representative from Umatilla and Morrow coun tiee be inclined to ignore tba ad verse mandate from Morrow he might add another to the totj.1 and, theoretically, the voto from the joint district of Gilliam, Sher man and Wheeler counties would bo for such a tax, as Gilliam and Sherman counties both returned majorities against the repeal in November. Even with these two tho taxx tioniste would have maximum strength of 29, or two less than the required majority in tbe house. Ontimism Chief Oimlitv The beat that can be wild for those who are pinning their hope on the mandates that came out of the November election is that they are etatifltlcal optimis'e whose arguments are more con viucing to themselves than they are apt to be to the legmlature. Two yearn ago the solons mill ed through an eujttre session with the income tax scheme tied around their necks, principally because a majority of them view ed the huge electoral majority given Governor Pierce by the vot ers as a mandate demanding the enactment of an income tax and other pet measures advooatcd by Pierce during his campaign. All this is altered by the results of the election ot two months ago when not only the income tax was defeated, but proeically every other m ensure and candidate en dowed by the governor was ac corded the same treatment. If the Elliott ta proposal, copies of which were broadcast over the state to the newspapers. was a feeler, as those who sayi they are in a position to know de clare it was, the reception ac corded it cannot he very encour aging to those who would revive the income levy. For the most part the proposal was complete-1 ty ignored as a dead it-sue, and the papers which did comment upon the plan worn almost unan imous in their unfavorable criti cism. Organization Ho3tiIe Even though putiented as a bill or resolution call.ng for sub mission of the tax levy to the voters, nny income tax scheme is going to Tind itself pretty much of an orphan in he legislature. Certainly it will fall Into hostile bandB as soon ns the orgnnizza Una of either house gets its hands upon It in committee, and there is good reason to suppose that no such propfisal will ever get past the committee stage. Nor can the governor be of ony material as sistance, his silenc" being of more value to tho income tax forces than bis OHpouaeincnt of their cause. Friends of tho governor say that they do not expect him to so much as mention the Income tax. except perhaps to bemoan its de feat. In his message, but so far no one has den foil that he le identified with the various movements- now on foot to reenact an income tax law. Must members of the legisla tu re who have been Interviewed as regards the Income t; x out look see no threat in tho various proposals except that thny may act to precipitate another sriuab hie that will result in nothing but wasted time. They refuse to admit that there is any chance of the solons enacting another In come tax at this seHsion.
