The comparative lenghts of those shaded lied give a ap- proximate idea of how the Volume of General Business of Salem ha3 moved upward in the past lour years. And, while the War Bulge is generally contracting, the Deposits more than keep up to the high mark. 1 SALEM'S ANNUAL BANK DEPOSITS FROM 1915 TO 1919: . There are various definite Records which prove that Salem is on the forward move in construc tion and business. ,:: . . Many cities in America and other countries find they have made little progress since 1912-13. . They now do as much, or apparently more, business than before the World War, but when pres ent records are reduced to pre-war values, there is no evidence of any actual expansion. Cities now do well to hold their records up to the best of the ante-war periods. Salem clings to the most favorable level ever reached, and seems to be distinctly on the up-grade. Building Investments Gain . For instance refer to the evidence of the Building Permits between 1915 and 1919, and three and one-hait months oi 1920. The yearly totals ol such investments have lined up as shown below: For 1915 .... ...................'......;.....;.. $ 21,436 For 1916 ... 79,992 For 1917 95,200 For 1918 ; 296,200 - For 1919 .. : . 124,400 . , . For 1920, to April 14 . 181,100 It will be seen from these figures that even if the 1919 total of $124,400 were cut in two, one half ($62,200) would be nearly three times the expenditures of 1915. The normal total for 1918 was $46,200, but the two buildings for the biff paper mill now under construction added $250,000, which shows how really extensive enterprises of a high class make the reports mount upward and make towns do things. And the first three months and fourteen days of 1920 represent investments of $181,100, more than any annual total for any ordinary year since the records were kept. Real Construction Has Begun That is indivative of the fact that Salem has commenced to erect needed buildings in an ener getic manner, and also shows that the paralysis following the war is passing, and construction is likely to be considerable acclerated from this time forward. Of course, one serious drawback has been, and is now, the shortage of various kinds of building material. This impediment, coupled with the scarcity of skilled labor and delayed shipments, makes building records of this year look very much better than the figures themselves indicate. Bank Deposits Talk Business One of the most reliable indexes of business movement and development is the course of Bank Deposits. Salem's total for 1915 was $4,473,756, compared with $8,995,549 for 1919. Here refer briefly to Chart E, with this article. With allowance made for War Bulge, this city's financial status is still more than holding its own. In 1915 and 1916 this country was bating its breath, in a monetary way, and there was less call for investment funds than would have been the case in any normal period. The money tended to idle ness in the banks. Now money is coming into more active demand for legitimate enterprises and deposits are likely to be somewhat drawn down for that and other good reasons.
