Southerners Say Civil Rights Bill Dead for Session WASHINGTON (UPWubilant Southern House members said to day their week-long fight against the administration civil rights bill has killed the measure for this session. The House tentatively approved the controversial four-point pro gram late Friday. But a final vote passage was delayed until Monday. The strong House bloc of North em Democrats and Republicans backing the bill are certain to get it passed. However, by delaying the final vote until Monday, the Dixie bloc said any p o s s i b 1 chance of the Senate passing the bill this year in the congressional adjournment rush is gone. "In other words, this means hey have won the skirmish, but we have won the battle for this session," said Rep. Edwin Willis (D-La), a leader of the Southern opponents of the bill. Provision was made to accomodate 1200 Marines wno would man the whirly birds and earrv leatherneck assault troops. The first fully-trained Marine unit has been practicing for months in the hills of Camp Pendleton irom the 'Vieck" of the USS Horno. a landing strip with the same dimen sions of the Thetis Bay.
