Southerners Say
Civil Rights Bill
Dead for Session
WASHINGTON (UPWubilant
Southern House members said to
day their week-long fight against
the administration civil rights bill
has killed the measure for this
session.
The House tentatively approved
the controversial four-point pro
gram late Friday. But a final vote
passage was delayed until
Monday.
The strong House bloc of North
em Democrats and Republicans
backing the bill are certain to get
it passed. However, by delaying
the final vote until Monday, the
Dixie bloc said any p o s s i b 1
chance of the Senate passing the
bill this year in the congressional
adjournment rush is gone.
"In other words, this means
hey have won the skirmish, but
we have won the battle for this
session," said Rep. Edwin
Willis (D-La), a leader of the
Southern opponents of the bill.
Amendments 'Downed
The House tentatively approved
the bill on a voice vote after the
GOP-Northern Democratic coali
tion batted down a long series
Southern- sponsored amendments
designed to cripple the bill.
As tentatively approved, the bill
closely followed the recommenda
tions of the Eisenhower adminis
tration.
