Phantom Sniper Strikes Again Philadelphia, Dec. 21 (IB Weary police today intensified -an all-out search for the phantom sniper after a youth was felled on a darkened street by another mystery ouuet last nignt. As fear struck still another neighborhood only four days be fore Christmas, detectives began a door-to-door patrol for the am bush assailant of 16-year-old Oeorge Haller, a high , school Junior. Haller was hit in the left shoul der by a small caliber slug, trade mark of the elusive sniper, while walkin'g home five miles from the house where a young mother was shot to death by an un known gunman Saturday night.
