Reds, Argentina View Wheat Pact Washington, March 21 Ui Rus sia and Argentina watched from the sidelines Saturday as some 40 nations put the finishing touches to a wheat pact that would shut Off these two nations from half of the world's market. Exporting and ' importing na tions were able to reach agree ment on terms yesterday only by freezing the Soviets out of the ne gotiations, after Russia refused to compromise her demands. The pact, scheduled to be sign ed early next week, would assure the other three major wheat ex porters Canada, United States and Australia a minimum mar ket for about 450,000,000 bushels a year for the next four years. France and Uruguay, minor ex porters, will be given small shares in the export quota. Acting con ference chairman J. C. Van Essche of Belgium indicated the U. S. share of the market probably would be about 165,000,000 bush els a year, or about one-third of its present export rate.
