Walber (Unitad Presa Financial Editor) New York, March 21 (ID The stock market today settled down to wait for April when Wall street expects the answer to the ques tion: "Is this a depression or merely a seasonal setback In business?" Trading quieted and volume In the fourth hour at 80,000 shares was at a rate of a mere 400,000 shares for a full session. Prices of the industrial and railroad issues sagged a trifle while utilities made an equally lnsignmcant gain. Ewan ciague, nead or tne du- reau of labor statistics, said that the rise in unemployment was coming at a slower pace and pre dicted that employment will re gain the 60,000,000-marK by next July. Other government experts recently nave been pointing to April as the time for an upturn in business on a seasonal basis, and the trading element has taken a wait and' see attitude, according to the market experts. Several favorable items were overlooked in today's market, in cluding a statement over the week end by Senator Walter George that taxes should not be consid ered by congress until early 1950; steel operations set at 101.1 per cent this week despite the coal strike, and another optimistic statement by Edwin G.
