Kienlen (United Prow Financial Writer) New York, Oct. 21 IP The stock market was irregular near the close today with sales again approaching the million share level. Opening on gains ranging to a point, the market fell back on mild-profit-taking which Wall street described as a "natural" consequence of pine days of rising Industrial share prices. Most of the day's business news was favorable, Including higher earnings for General Foods and Atlantic Refining. Carloadlngs were reported higher than a week ago, although below the 1947 level. Probably no measure on the ballot has stirred up as much controversy as the hydroelectric amendment. In the 1947 legisla ture this measure was known as "senate bill 99." It was passed bv both houses, vetoed by the late Gov. Earl Snell, then passed over the veto. Public power and farm organi zations, spearheading the opposi tion, invoked a referendum peti tion to let the voters decide the fate of the bill. r ' Provisions Outlined : The complicated measure Is de signed to protect investments of private power companies when thev construct hvrlrneleetrin Hams in the state. Under existing law, private companies can te licensed to build power dams, but the state or any municipality, including, public utility districts can "at any time" take over the project after giving two-year notice and pay ment of "fair value not exceeding the net Investment, plus any 'reasonable' damages." If the measure is approved, the state, any city, county or PUD can acquire a private power dam only after the expiration of a company's license. Licenses gen erally are Issued for 25 to 50 years. . In other words, private power companies can hold and operate tneir nyaroelectric dams during periods for which they are licens- - ed without fear of having them ianen over py puonc interests if tne mil is approved. "v- I .i nc. i ' -v Primarily, the controversy over the bill represents a fight be tween private and public power advocates. The measure to establish a boys . camp is one referred to the peo ple by the 1947 legislature. It calls for establishment of a camp for delinquent boys at Reeher's civilian conservation corp camp near Timber, Washington county. The measure was submitted to the people only to comply with the constitutional requirement . that location of a new state In stitution outside of Marion coun ty needs approval of the people. Would Alii Boys The idea behind the measure is to segregate inmates of Wood burn training school for boys. In corrlgables would stay in the Woodburn insitution. The others would be placed in the camp. The measure also carries an ap propriation of $150,000. one-third of which is for establishing the camp, and the other $100,000 to operate it until the end of the bl ennium, June 30, 1949.
