Fleet, president-elect of the Institute of Aeronautical Sci ences, proposed today that the al lies bar Germany and Japan from the air for 50 years after the war. Testifying at a postwar plan ning hearing of the house public buildings and grounds commit tee, Fleet said: "We should deny our present enemies for a time the right to make any type of aircraft, or weapon against aircraft, or the use of the air for the operation of any type of aircraft. "This denial should extend per naps 30 years to give the tem perament of their peoples a chance to change to the point where they learn to prefer peace to war." Fleet, who is also senior con sultant to Consolidated Vultee Aircraft corporation, recommend ed that at the peace table air power quotas be assigned to the allied nations. He recommended 30 per cent each for the United States and Russia, 20 per cent for Great Britain, and 20 per cent for the remaining nations. DISTRIBUTED CHEER Salem, Ore.
